Under the direction of the Program Management Director, the Staff Program

Manager Key Responsibilities are:

  • Lead and manage multiple aerospace and defense programs from contract award through end-item delivery, ensuring successful execution aligned with customer and business objectives.
  • Serve as the primary customer interface and single point of accountability for all program-related activities.
  • Define program scope, objectives, deliverables, schedules, budgets, and resource requirements in partnership with cross-functional teams.
  • Develop and maintain integrated program plans, including critical milestones, forecasts, and risk mitigation strategies.
  • Owns program financial performance, including budgets, labor and material forecasts, Estimates at Completion, Estimates to Complete, variance analysis, margin performance, and recovery plans.
  • Lead cross-functional teams across engineering, operations, manufacturing, quality, supply chain, and finance to achieve program objectives.
  • Prepare and present program status, financial performance, risks, and recovery plans to customers and senior leadership.
  • Support business development activities, including proposal preparation, fact-finding, negotiations, and development of new and follow-on business opportunities.
  • Coordinate and lead customer visits, program reviews, executive briefings, and internal management reviews.
  • Drive continuous improvement initiatives to optimize program management processes and execution.
  • Mentor Program Managers and Associate Program Managers while fostering a culture of accountability, collaboration, and integrity.

The Staff Program Manager is required to have a high level of financial acumen and business management skills necessary to successfully plan and execute new and ongoing programs within the constraints of scope, schedule and budget. This includes the identification of critical milestones and the insertion of adequate slack in the program schedules to accommodate unplanned events.

The Staff Program Manager will prepare the appropriate materials and report to management on the status of assigned programs at monthly program management reviews. Problems of an urgent nature shall be identified and reported to the Program Management Director as soon as possible.

The Staff Program Manager must be proactive in identifying issues and problems, which impact program performance, and in taking appropriate actions to resolve these issues and recover cost and schedule, in a timely manner. Program risks, including cost, technical and schedule risks, must be identified as early as possible and mitigation plans developed to minimize potential program impacts. To the extent that these actions or plans may incur additional cost or affect contractual obligations, the Staff Program Manager is to coordinate with the Program Management Director. The Staff Program Manager recognizes that customer satisfaction and On Time Delivery (OTD) are the highest priority.

The Staff Program Manager is responsible for coordinating customer visits and leads all program reviews. This includes the preparation of agendas, coordination of presentation materials & assignments, and physical preparations such as a meeting location, food, transportation, etc.

Basic Qualifications

  • Bachelor's degree in engineering, business, operations, program management, or a related technical discipline.
  • Demonstrated experience managing programs through multiple phases of the product lifecycle, including development, integration and test, production, and delivery.
  • Strong financial and business acumen, including forecasting, budgeting, EAC/ETC management, and resource planning.
  • Proficiency with Microsoft Project, Excel, PowerPoint, and standard program management tools.
  • Strong communication, presentation, negotiation, and stakeholder management skills.
  • Ability to lead and influence cross-functional teams without direct authority.

Preferred Qualifications

  • 10+ years of program management experience within the aerospace, defense, or government contracting industries.
  • Experience managing multiple programs valued between $10M and $50M+.
  • Knowledge of FAR 15, TINA, CPFF, and FFP contracts and proposal development.
  • Experience working with DoD customers and government-funded development programs.
  • Strong background in risk and opportunity management, labor and material forecasting, scope management, and change control.
  • Experience with aerospace electronics, RF systems, radar, EW systems, or related technologies.
  • MBA, PMP, or PMP certification preferred.
  • Demonstrated success leading complex customer engagements, negotiations, and proposal efforts.

This position may require access to export-controlled technical data, classified information, customer-controlled facilities, or other restricted program information. Candidates must meet applicable eligibility, citizenship, clearance, security, export-control, or other access requirements associated with the assigned programs, where applicable.

  • The role may require periodic travel to customer, supplier, manufacturing, test, and internal company locations.

Phoenix, AZ $150,000.00-$190,000.00 Annually

Actual salaries will vary depending on factors including but not limited to location, experience, and performance. The range(s) listed is just one component of Moog's total compensation package for employees.
