Receives analyses and responds in writing to inquiries from the public, other agencies, and other entities that involve complex issues concerning the imposition or exemption of Wyoming Statutes and Department Rules, as directly applied to specific taxpayer scenarios. This involves eliciting information pertinent to the inquiry to create a factual basis for response. Research and identification of the laws, rules as well as case law pertinent to the inquiry.

This also requires a working knowledge of a diverse range of topics, including but not limited to oil and gas operations, mining, agriculture, manufacturing, contractor issues, etc. The goal is to assist taxpayers in voluntarily complying with tax laws by providing accurate and comprehensive binding written rulings from the department that involve complex technical issues. Conducts research on a diverse range of industries to develop resource materials and curricula for specific educational presentations.

Present instruction to industry, agencies, civic organizations, professionals, local governments, and the general public. This requires the ability to answer questions from all attendees on related or unrelated material. Evaluate the presentation to suggest and implement any changes or additions for future presentations.

Lead for the section on the development of taxpayer educational materials. Including drafting comprehensive publications for specific industries, bulletins that would include educational material pertinent to multiple industries, and publishing the department's quarterly educational newsletter. Assist in the development and design of forms, questionnaires and data collection tools to support the accurate collection, documentation, analysis and completion of taxpayer survey information as requested by the Wyoming Legislature.

Ensures data collection processes effectively capture relevant information to support legislative inquiries, departmental analysis, and policy considerations. Research websites and other media sources of tax interest, search for articles of significance to this division, research case law being developed in other states, and federal legislation with a Wyoming impact. Research and track tax initiatives as voted on by the Wyoming citizens for changes in tax rates across the state and notification to vendors in accordance with Wyoming Statutes.

Maintain records of all State Board of Equalization (SBOE) cases involving the Excise Tax Division. File certificates of record for docketed cases. Prepare documents for Attorney Generals' Office pertaining to the action required on SBOE cases.

Prepare monthly reconciliation of SBOE cases for upper management. Processes a variety of taxpayer related assignments, such as work queues which include processing of license applications, audits, consumer inquiries, account maintenance, contractor registrations and project maintenance, estate-related issues, Streamlined Sales Tax Program (SSTP) activities, refunds, posting error and rejects, and other assigned work queues. Analyzes documentation, verifies information, and applies applicable statutes, rules, and departmental procedures to ensure accurate and timely resolution of taxpayer accounts and requests.

Qualifications KNOWLEDGE: Knowledge of specialized tax programs, laws, rules, and regulations. Knowledge of compliance and/or enforcement policies and procedures. Knowledge of specialized/technical research, examination, and analyses of tax documents.

MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Finance) Experience: 0-2 years of progressive work experience (typically in Tax Examination) with acquired knowledge at the level of a Tax Examiner OR Education & Experience Substitution: 3-5 years of progressive work experience (typically in Tax Examination) with acquired knowledge at the level of a Tax Examiner Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: Typical office environment.
