The Operations Manager provides leadership and oversight for all field and project operations associated with Murray Logan Construction's heavy civil, marine, utility, and infrastructure construction projects. This position is responsible for ensuring projects are executed safely, efficiently, on schedule, and within budget while maintaining the company's commitment to quality, client satisfaction, regulatory compliance, and operational excellence. The Operations Manager works closely with executive leadership, Project Managers, Superintendents, Estimators, equipment managers, subcontractors, owners, engineers, and permitting agencies to coordinate resources and successfully deliver complex construction projects throughout South Florida. The role is instrumental in managing personnel, equipment utilization, project performance, and continuous process improvement across the organization.

Education and Experience

• Bachelor's degree in construction management, Civil Engineering, Business Administration, or related field preferred.

• Minimum of 10 years of progressively responsible experience in heavy civil, marine, utility, or infrastructure construction.

• Minimum of 5 years of leadership experience managing construction operations, multiple project teams, and field personnel.

• Experience with public works, water management, utility, pump station, drainage, marine, or transportation-related projects preferred.

• Demonstrated success managing multiple projects simultaneously.

Knowledge, Skills, and Abilities

• Strong knowledge of heavy civil and infrastructure construction methods and practices.

• Experience with project scheduling, budgeting, cost control, contract administration, and risk management.

• Thorough understanding of OSHA requirements and construction safety programs.

• Knowledge of permitting, environmental compliance, and public agency requirements.

• Ability to manage large equipment fleets and field resources effectively.

• Strong leadership, communication, negotiation, and problem-solving skills.

• Proficiency with Microsoft Office Suite, project management software, scheduling software, and construction management platforms.

• Valid Florida driver's license with an acceptable driving record.

Essential Duties and Responsibilities:

Operational Leadership

• Direct and oversee day-to-day construction operations for heavy civil, marine, utility, drainage, water management, and infrastructure projects.

• Lead and support Project Managers, Superintendents, Foremen, and field personnel to ensure successful project execution.

• Develop operational plans, staffing strategies, and resource allocation schedules.

• Monitor project workloads and adjust personnel, equipment, and subcontractor resources as necessary.

• Promote a culture of accountability, teamwork, and performance excellence.

Project Management Oversight

• Monitor project schedules, budgets, production rates, and quality standards.

• Review project status reports and implement corrective actions when necessary.

• Ensure projects are completed in compliance with contract requirements, permitting conditions, and company standards.

• Coordinate project startup, planning, field operations, and closeout activities.

• Work collaboratively with clients, consulting engineers, owners, and regulatory agencies throughout project execution.

Equipment and Resource Management

• Oversee effective utilization of the company's construction equipment fleet.

• Coordinate equipment scheduling, maintenance planning, and resource deployment across projects.

• Ensure proper staffing levels to support operational demands.

• Evaluate productivity and identify opportunities for operational efficiencies.

Financial Management

• Review project budgets, forecasts, and cost reports.

• Monitor labor, equipment, subcontractor, and material costs to maintain project profitability.

• Participate in project reviews and financial planning meetings.

• Assist with evaluating change orders, contract modifications, and risk management initiatives.

• Support the achievement of annual revenue, profitability, and operational objectives.

Safety and Compliance

• Champion Murray Logan Construction's commitment to workplace safety.

• Ensure compliance with OSHA regulations, environmental requirements, and company safety policies.

• Participate in incident investigations and implement corrective action plans.

• Monitor adherence to safety training requirements and best practices.

• Ensure projects comply with applicable federal, state, and local regulations.

Client and Business Relationships

• Develop and maintain strong relationships with owners, municipalities, engineers, consultants, subcontractors, and vendors.

• Support business development and client retention efforts.

• Participate in project meetings, negotiations, and operational reviews.

• Address client concerns promptly and professionally to maintain high levels of customer satisfaction.

Team Development

• Recruit, mentor, and develop operational personnel.

• Conduct performance evaluations and provide coaching to improve employee effectiveness.

• Support succession planning and workforce development initiatives.

• Foster a positive and professional work environment focused on safety and continuous improvement.
