Position Summary

The Manager of Workplace Safety & Risk Management is responsible for the college's insurance program and works closely with college administrators and the college's insurance broker to identify and select coverages and mitigate risk. This position administers the college's workplace safety programs and provides safety and PPE training to campus personnel. The position also coordinates the pick-up, removal, and proper disposal of hazardous waste materials for the campus in accordance with state and federal regulations.

Job Duties and Responsibilities

Workplace Safety
Conduct college building fire and life safety surveys of college buildings. Manage the established Notice of Violation process for correcting violations/issues.
Conduct job safety and workplace safety analysis as required, and prescribe administrative, environmental, and/or personal protection controls.
Conduct college project safety inspections with the contractors' representative.
Work with Facilities Planning & Construction and Purchasing Departments to ensure liability and safety concerns are addressed promptly with suitable solutions.
Conduct Fire Drills in various college buildings throughout the year.
Conduct OSHA-required training as required. (Powered Industrial Lift Trucks, Bloodborne Pathogens, Heat Stress, Lifts, and others as may be required)
Ergonomic review of work Areas to support ADA Accommodation.
Constantly reviews all OSHA, Life Safety Codes to maintain a knowledge of federal and state health safety laws by having a plan for professional development in the Occupational Safety & Health field.
Oversees Workers' Compensation insured/self-insured program and acts as liaison for Anne Arundel County Risk Management. Investigate workplace injuries to determine cause and effect. Maintains required workers' compensation required records. Makes policy recommendations as required.
Investigates all vehicular accidents involving college personnel and equipment to determine cause and effect. Where necessary, recommend training and/or disciplinary actions for unsafe vehicle practices. Works with the facilities director to ensure all vehicles comply with federal and state standards.
Risk Management/Insurance
Work to establish/develop an Enterprise Risk Management (ERM) system at the college.
Develops the RFP for Insurance Broker in conjunction with Purchasing. Chairs the selection committee during the review process. This process is used to have the most cost-effective and encompassing insurance coverage
Interact with the college insurance broker, college attorney, and Vice President of Administrative Services on matters of policy development and interpretation, certificates of insurance, limitations of liability, and indemnification.
Develop insurance recommendations, coordinate the insurance procurement with the insurance broker, maintain underwriting data, complete policy renewal applications, and maintain underwriting data.
Act as liaison with commercial insurers for any required on-site inspections or surveys.
Procure a stand-alone Workers' compensation for employees not working in Maryland (more than 51%)
Procure Athletic medical policy as required by the NJCAA.
Review non-teaching/employment contracts for risk management-related concerns. Works with departments/purchasing to rectify any contract deficiencies.
Responsible for the recovery of funds from college insurance policies or third-party insurance due to claims.
Review and recommend risk and insurance requirements necessary for college events and trips.
Hazardous Waste
Coordinate twice a year the pickup and removal of hazardous waste from the college campuses.
Select vendor for these services based on proper hazardous waste hauling regulations. This includes the actual end disposal facility.
Liaise with the Maryland Department of the Environment as to the EPA (Environmental Protection Agency) required Biennial Report (Completed in even year for the previous odd year)
Complete the Biennial report which includes the amount of hazardous waste shipped and the disposal method used.
Schedule Hazardous waste pick with various college departments so material can be picked up for manifesting by the vendor for transport.
Complete annual EPA training/recertification
Complete once every three years, Department of Transportation (DOT) Hazardous Waste shipping rules and regulations training.
Coordinate bio-hazardous waste pick for every four weeks as required by Biology and Health Professions programs.

Required Qualifications:

Bachelor's degree in business administration
Minimum of 2 - 5 years of employment experience in any or all of the following areas: Risk Management, Insurance, Hazardous waste, and workplace safety.

Preferred Qualifications:

Experience handling risk management and insurance related issues in a higher education environment.
Extensive coursework or concentration in risk management and/or insurance.
Experience with OSHA workplace safety requirements
Experience with hazardous material pick-up and removal in a higher education setting
