Spokane Falls Community College, part of Spokane Colleges, serves 6,000 students with liberal arts/transfer and professional technical programs across a 12,302 square mile region in Eastern Washington.

About the Manager of Student Support Services

JOB SUMMARY

Under the direction of the Director of Workforce Services, this position manages the implementation and day-to-day operations of workforce-funded programs that support student access, persistence, and completion. This includes coordination of state and federal funding streams such as Early Achievers Grant (EAG), Basic Food Employment and Training (BFET), WorkFirst, Opportunity Grant, Worker Retraining, and other workforce-related initiatives.

The position is responsible for executing program operations, ensuring compliance with funding requirements, supporting student success through coordinated services, and maintaining effective partnerships with internal and external stakeholders. This role implements strategies and processes established at the departmental level and ensures consistent, student-centered service delivery across workforce programs.

DUTIES AND RESPONSIBILITIES

Workforce Grant and Funding Administration

  • Administer assigned workforce funding streams, ensuring compliance with all applicable regulations, policies, and reporting requirements. *
  • Monitor student eligibility, enrollment, and progress in alignment with grant requirements. *
  • Monitor grant compliance, track program budgets and expenditures, and complete required reporting in alignment with funding requirements. *
  • Maintain documentation, processes, and systems necessary to support program accountability and audit readiness. *
  • Support grant development activities through data collection, implementation planning, and operational input. *

Student Recruitment, Navigation, and Retention

  • Implement recruitment activities targeting workforce populations, including community-based outreach and partner engagement. *
  • Provide guidance to prospective and current students on program entry, funding eligibility, financial aid processes, and enrollment steps. *
  • Coordinate individualized student support, including education planning, funding navigation, and connection to college and community resources. *
  • Monitor student progress and initiate interventions when students are at risk of non-completion. *
  • Coordinate wraparound supports such as tutoring, mentoring, emergency funding, and other retention services. *
  • Support student completion by assisting with credential applications, transitions, and employment verification as required by funding sources. *

Program Operations and Staff Supervision

  • Manage daily operations of workforce-funded programs, ensuring efficient and student-centered service delivery. *
  • Supervise assigned staff, including hiring, training, scheduling, evaluation, and performance management. *
  • Implement policies, procedures, and workflows to support program effectiveness and compliance. *
  • Ensure staff are trained in funding requirements, eligibility processes, and student support practices. *
  • Monitor program performance and report outcomes, challenges, and improvement opportunities to the Director. *

Partnerships and Program Coordination

  • Serve as a liaison with internal departments and external partners to coordinate program implementation and student support services. *
  • Maintain working relationships with community organizations, state agencies, and workforce system partners. *
  • Coordinate with faculty, advising, financial aid, and workforce programs to align services and support student success. *
  • Participate in regional and statewide meetings, committees, and workgroups as assigned. *

Compliance, Reporting, and Institutional Support

  • Ensure program compliance with district policies, state and federal regulations, and collective bargaining agreements. *
  • Maintain accurate data tracking systems for student participation, outcomes, and funding utilization. *
  • Support internal and external audits, program reviews, and accountability processes. *

MINIMUM QUALIFICATIONS

  • Bachelor's degree from an accredited institution or equivalent combination of education and experience.
  • Two years of professional experience coordinating programs, grants, or student services in education, workforce development, or a related field.
  • Demonstrated experience supporting or administering grant-funded programs, including compliance and reporting.
  • Strong organizational and project management skills with the ability to manage multiple priorities.
  • Ability to communicate effectively with diverse audiences, both orally and in writing.
  • Demonstrated ability to collaborate with internal and external stakeholders.
  • Experience providing student or client support services in complex service environments.

DESIRED QUALIFICATIONS

  • Master's degree from an accredited institution.
  • Experience supervising staff or leading teams.

PHYSICAL REQUIREMENTS

CONDITIONS OF EMPLOYMENT

  • 12-month position.

Benefits Information

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA retirement plan or WA State Dept. of Retirement Systems Pension Plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of 8 hours per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.
