Description
GENERAL DESCRIPTION
Designs, installs, repairs, programs, calibrates, and maintains electronic and computer-based Supervisor Control and Data Acquisition (SCADA) systems, metering and recording instruments, controlling apparatus, data logging and display equipment, communications and telemetry equipment, gate controllers and other controlling devices in the wastewater treatment plant, water production wells, reservoirs, elevated tower sites and Sewer Lift Stations.
Essential Duties
ESSENTIAL DUTIES

• Trains employees in proper use and operations on SCADA control computers and related processes.
• Diagnoses malfunctions in a variety of electrical, electronic and instrumentation systems.
• Troubleshoots and implements needed changes to computer software and hardware used in a SCADA and programmable logic controllers (PLC) environment.
• Monitors, repairs, programs, and upgrades control and processing computer.
• Installs, maintains, troubleshoots and upgrades all desktops or laptop computers, servers, and alarm and gate control computer for department.
• Maintains records of instrumentation calibration data, process control and monitoring data for wastewater treatment plant and water production, and instrument maintenance and replacement data.
• Subject to emergency call- outs involving SCADA and Instrumentation system problems.
• Install, maintain, and upgrade the department's Ethernet LAN to City Hall.
• Troubleshoots radios and telephones.
• Assists department with selecting computer applications, equipment, software, and instrumentation in establishing budget requirements.
• Develops control system programming using International Electric Code (IEC) standard programming languages for industrial automation (IEC 61131-3).

Minimum Qualifications
This position is subject to the City of Hobbs' Drug and Alcohol Testing Policy which includes one or more of the following: pre-employment testing, post accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.
MINIMUM QUALIFICATIONS
Education and Experience:
High School Diploma or GED with (4) Years of related electronics experience such as electronic circuitry repair, installation, maintenance, metering or other related electronic technology.
OR
AssociatesDegreein electronics or relatedfield with (2) Years of related electronic experience as stated above.
Skills, Knowledge and Abilities:

• Skilled in electrical andelectronic circuitry, makemathematical calculations and draw logical conclusions.
• Knowledge of methods, practices and tools used in installing, maintaining, repairing, testingandadjustingcomputers, programsoftware, metering, recording, and displayequipment.
• Knowledge of installation, maintenance and repairof instrumentation wiring, communication,computerhardware and software andother control andelectrical equipment.
• Workingknowledge of use andoperationof sophisticated measuringand testingdevices, handtoolsandequipmentofthe trade.
• Knowledge of computer-baseddata acquisitions and control systemsandsoftware used inaPLC and SCADAenvironment.
• Knowledge of a wide range of instrumentation systems,processes,andtechniques used inwastewater and water treatmentfacilities,including laboratoryprocedures.
• Ability to plan,layout and execute instrumentationandcomputer control work.Abilityto readandinterpret wiringdiagrams (schematics) and specifications.
• Ability to troubleshoot instrumentation, electrical, mechanical and computer controlmalfunctions in typicalwastewater and water treatment equipment.
• Ability to troubleshoot radio,antenna,andfiber optic SCADAcommunication problems.
• Ability to work independentlyandtocompletedailyactivities accordingto work schedule.
• Ability to effectivelycommunicateorallyand in writing.
• Ability to understand,followand transmit written andoral instructions.

LICENSING AND CERTIFICATIONS
Valid state issued driver's license.
Abilityto obtainandmaintainWasteWater IIcertification within 36 months of hire.
SUPERVISION RECEIVED
Works under the broad policy guidance and direction of the Senior Utility System Specialist and Utilities Director.

While performing the duties of this job, the employee regularly works near moving mechanical parts and equipment and regularly works outdoors. The employee occasionally works in high precarious places and is frequently exposed to adverse weather conditions, fumes or airborne particles, toxic or caustic chemicals, vibration, hot surfaces, rotating equipment, stored energy, risk of electrical shock, drowning and exposure to blood borne pathogens.
The noise level in the work environment is usually moderate to loud.

• The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
• Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
• Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.
• CDL pay - $6,000 per year (if applicable).
• PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.
• Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test.
• Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position).
• Longevity Pay - Begins at the completion of 10 years of service. Gradually increased.
• Retention Incentive - $600 incentive yearly with years 1-9 of completed service
• 13 Paid Holidays.
• Bereavement Leave - 5 days per calendar year per personnel rules guidelines.
