Introduction

The Department of Finance seeks a Director for the\r\nDivision of Accounting who will provide statewide leadership, direction and\r\nmanagement of accounting, payroll compliance, internal control and financial\r\nreporting for all state organizations including school districts and higher\r\neducation.\r\n

Summary Statement

The Director of Accounting position ensures the\r\nprovision of timely and accurate financial information to management and the\r\npublic, including the preparation of the Annual Comprehensive Financial Report\r\n(ACFR), the official audited financial statements of the State. The position leads the State's payroll\r\ncompliance initiative ensuring statewide adherence to IRS code and other\r\nregulatory standards. The position\r\noversees the financial portion of the State of Delaware Enterprise Resource\r\nPlanning (ERP) system consisting of thirteen modules recording the assets,\r\nliabilities, revenues, and expenditures of state organizations. The position also works with the\r\nOneDelaware team currently modernizing the State's ERP system with a new system\r\nto be implemented in the next 3-4 years.\r\n

Selective Requirement

Selective Requirements must be met in addition to\r\nthe job requirements. Applicants who do not possess the selective\r\nrequirement will not be qualified.\r\n1.\r\nGovernmental accounting\r\nexperience and experience with an integrated ERP.\r\n

Preferred Qualification

Applicants who do not\r\npossess the preferred qualification will still be eligible to compete for this\r\nposition if job requirements are met.\r\n1.\r\nPossession of a Certified\r\nPublic Accountant License.\r\n

Essential Functions

Essential functions are\r\nfundamental, core functions common to all positions in the class series and are\r\nnot intended to be an exhaustive list of all job duties for any one position in\r\nthe class. Since class specifications are descriptive and not restrictive,\r\nincumbents can complete job duties of similar kind not specifically listed\r\nhere.\r\n\r\nProvide leadership for financial\r\nmanagement activities throughout state government.\r\n\r\nEstablish\r\nand implement policies, procedures and regulations pertaining to the statewide\r\naccounting and payroll systems. Advise the Cabinet Secretary and other\r\nsenior officials on same.\r\n\r\nLead\r\nthe successful completion of the Annual Comprehensive Financial Report (ACFR)\r\nto ensure the State receives a clean audit and the Government Finance Officers\r\nAssociation (GFOA) Certificate of Achievement for Excellence in Financial\r\nReporting.\r\n\r\nManage\r\nthe statewide payroll compliance functions, ensuring state organizations'\r\ncomply with state regulations and IRS regulations relative to payroll\r\nadministration.\r\n\r\nProvide\r\nand present a comprehensive view of the State's financial condition through\r\nregular publishing of interim financial statements and the year-end ACFR.\r\n\r\nManage the oversight of the State's Financial\r\nAccounting ERP system.\r\n\r\nManage special projects such as ERP modernization,\r\ndevelopment of the statewide accounting team, and other leadership initiatives.\r\n\r\nProvide analysis, forecasting and tracking of\r\nexpenditures for consideration byDEFAC.\r\n\r\nManage the State's accounting processes, certify the validity of\r\ntransactions and coordinateaccountingand\r\nother financial matters with key state organization fiscal personnel.\r\n\r\nServes on the Department's leadership\r\nteam in the development of strategies and action plans.\r\n\r\nTake a lead\r\nrole in ensuring all aspects of government accounting are properly applied by\r\nstate organizations' chief financial officers, end users, and customers.\r\n\r\nProvide\r\ntraining and supportive resources to state organizations to facilitate the\r\neffective and compliant use of the state's accounting system, financial\r\nreporting tools and payroll compliance functions.\r\n\r\nManage\r\nhiring and succession planning to provide human resources to support the\r\nstate's critical financialfunctions\r\nreporting to this position.\r\n\r\nPartner\r\nwith the Department of Technology and Information (DTI) and 0MB to maintain and\r\nenhance the state's integrated enterprise resource planning system.\r\n

Job Requirements

JOB REQUIREMENTS for Director, Division of Accounting\r\nApplicants must have education, training and/or experience\r\ndemonstrating competence in each of the following areas:\r\n1.\r\nPossession of a Bachelor's\r\ndegree in Business, Finance or Accounting or related field.\r\n2.\r\nFive years experience in\r\nfinancial reporting, general ledger, accounts receivable and accounts payable.\r\n3.\r\nThree years experience\r\nmanaging accounting operations.\r\n
