General Description: Performs complex (journeylevel) managerial work overseeing the daily operations and activities of the Veterans Employment Services (VES) Program in District II (Central TX). Work involves coordinating and evaluating program activities, developing guidelines and procedures, and developing schedules, priorities, and standards for achieving established goals. Plans, assigns, and supervises the work of others.
To promote a strong environment, TVC maintains a telework policy. Telework is decided by the division and contingent on performance. Telework is not a contract of employment and if granted may be terminated at any time and for any reason without notice.
Essential Duties and Responsibilities:
  • Oversees program operations, personnel, and administrative activities for District II.
  • Supervises 6¿7 district staff direct reports, and an additional 1520 Veterans Services Representatives (VSRs) including planning, assigning, monitoring, and evaluating work.
  • Analyzes VSR performance and service outcomes; identifies performance trends, operational deficiencies, and opportunities for improvement.
  • Prepares, reviews, and analyzes quarterly performance reports and related management reports to monitor goals, productivity, and compliance.
  • Oversees assigned training initiatives to ensure staff maintain current knowledge of policies, procedures, performance expectations, and program requirements.
  • Provides technical assistance and operational guidance to VSRs, workforce partners, and community organizations.
  • Ensures adherence to applicable policies, procedures, regulations, and performance standards.
  • Conducts personnel investigations and supports appropriate documentation and administrative action.
  • Reviews VES operations through onsite assessments and recommends corrective actions to improve program effectiveness.
  • Manages relationships with workforce partners, employers, local boards, and communitybased organizations to strengthen service delivery and expand opportunities for Veterans.
  • Serves as a liaison and collaborates with other districts, Texas Veterans Commission (TVC) leadership, and Veterans Employment Services (VES) leadership on operational matters, performance strategies, and policy implementation.
  • Provides input and recommendations for policy development, process improvements, and statewide initiatives.
  • Coordinates, participates in, and represents TVC at community outreach events, veteran seminars, job fairs, public information sessions, and other public functions.
  • Assists with internal and external audits, including the preparation of records, reports, and supporting documentation.
  • Conducts demographic and staffing analyses to support resource allocation and program planning.
  • Travels as required, including travel throughout the district and attendance at community and agency events and training.
  • Works schedules outside standard business hours when required.
  • Performs related duties as assigned.

Minimum Education: Graduation from an accredited fouryear college or university. One year of fulltime qualifying experience may be substituted for each year (30 semester hours) of required college, in addition to the minimum required experience below. M inimum Experience: Four (4) years of experience at the management level which may include military experience with management of operations.

  • Knowledge of local, state, and federal laws, regulations, policies, and performance requirements applicable to the Veterans Employment Services program.
  • Knowledge of current federal and state performance measures, reporting requirements, and qualityassurance standards applicable to Veterans Employment Services.
  • Experience analyzing performance data; preparing and interpreting management reports; monitoring productivity; and using findings to develop recommendations and improve operations.
  • Proficiency with Microsoft Office products and experience using WorkInTexas, including generating, reviewing, and analyzing reports.
  • Experience developing, implementing, interpreting, and ensuring compliance with policies and procedures in a public or private organization.
  • Experience building and maintaining effective relationships with workforce partners, community organizations, employers, and internal stakeholders.
  • Experience coordinating outreach activities, public presentations, community events, or workforcerelated seminars.
  • Experience conducting personnel investigations, preparing administrative documentation, assisting with audits, and maintaining confidential records.

Knowledge, Skills and Abilities:
  • Knowledge of local, state, and federal laws, regulations, policies, procedures, and performance standards relevant to Veterans Employment Services; and of public administration, program operations, workforce development, personnel management, and organizational leadership.
  • Skill in analyzing performance data and reports; identifying operational strengths, weaknesses, deficiencies, and improvement opportunities; evaluating alternative solutions; and developing practical recommendations.
  • Skill in using computers and applicable software, including Microsoft Office products and program databases, to prepare, review, manage, and analyze reports and records.
  • Ability to manage program activities; establish goals and objectives; monitor performance measures; oversee training; and develop, implement, evaluate, and interpret administrative policies and procedures.
  • Ability to prepare concise quarterly and management reports; communicate findings, recommendations, and expectations clearly; and deliver effective presentations to internal and external stakeholders.
  • Ability to coordinate initiatives with other districts, TVC and VES leadership, workforce partners, employers, and community organizations.
  • Ability to manage professional relationships and represent the agency effectively at community events, job fairs, seminars, and public meetings.
  • Ability to conduct personnel investigations; maintain confidential information; document findings; assist with audits; and promote adherence to applicable requirements.
  • Ability to plan, assign, supervise, train, coach, and evaluate the work of staff; address performance concerns; and foster accountability and continuous improvement.
  • Ability to work within an organizational structure and fairly and equitably apply policies and procedures is required. Experience with supervision of personnel and performance reporting is required.
  • Ability to manage assigned operations activities; to establish goals and objectives; to train staff; to devise solutions to administrative problems; to prepare concise reports and to plan, assign and supervise the work of others.

Environmental & Physical Conditions:
Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
