New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The Logistics Bureau works to increase the City's ability to support emergency operations with a sustained and well-coordinated supply chain of resources. It is comprised of the Humanitarian Logistics, Ground Support Logistics, Mutual Aid and Resource Processing (MARP), and Logistics Planning & Coordination (LPC) units, and works to ensure that the right personnel, equipment, supplies, and support are in the right place, at the right time, and in the right quantities, across all response and recovery operations.
New York City Emergency Management Department (NYCEM) is looking for an innovative person with a passion for emergency management logistics. Applicants shall have a background in one or more of the following areas: emergency management logistics, humanitarian/mass care response logistics, mutual aid coordination, ground support logistics, logistics planning and/or other sectors of the logistics industry that would be able to contribute to NYCEM's disaster logistics planning and response efforts.
This position is in the Humanitarian Logistics unit. Under the supervision of the Humanitarian Logistics Director, with wide latitude for independent initiative and judgement, the Distribution Program Manager will be responsible for supporting all aspects of the development, maintenance, and enhancement of the Commodity Distribution Point (CDP) program, which provides life-sustaining commodities such as food, water, and baby formula to the public following a disaster. The role may include planning for other distribution operations that may arise, such as pumps and masks. In addition to this critical mass care program, the selected candidate will also be responsible for serving as the Logistics Bureau's subject matter expert on vulnerable populations to include, but not limited to: persons with disabilities, persons with special medical needs, persons with access and functional needs, and persons with low English proficiency.
Detailed duties include, but are not limited to:
- Supporting the development, maintenance, and enhancement of the City's emergency management logistics programs
- Reviewing and enhancing the City's robust all-hazards logistics plans and deployment/response strategies.
- Contribute to citywide emergency feeding efforts by interfacing with public, private, and non-profit partners
- Supporting the development of a strategic logistics vision, with practical solutions, to support emergency plans and response efforts
- Managing all aspects of their assigned programs to include the planning suite and training needs
- Conducting interagency meetings and site visits/surveys with various partners
- Carrying out tasks such as; working with contracted vendors, tracking quotes, invoices, deliveries, and Bills of Lading
- Coordinating with internal and external partners on tasks such as; resource requests, site visits and facility upgrades
- Develop unique site layout materials
- Identifying contracts to support emergency planning and response
- Drafting scopes of work and contract documents
- Building partnerships with other emergency management professionals, especially in the areas of logistics planning.
- Working to train staff on logistics programs
- Using spreadsheets to track resource allocations and budgets
- Developing tabletop exercises with NYCEM Exercises, as well as functional and full-scale exercises
- Working with the State and Federal governments to ensure resource needs for staffing and supplies are pre-scripted, to include cross-docking solutions, trainings, and actual resource delivery
- Reviewing and addressing logistical accessibility needs in current, new, and ongoing citywide emergency logistics planning efforts.
- Ensuring logistical planning accounts for the needs of the City's most vulnerable residents
- Serving as an on-call logistics coordinator
**PLEASE NOTE THE FOLLOWING:
As part of NYCEM's emergency response mission, this position participates on an Emergency Operations Center (EOC) team. During emergency activations, team members may be required to work evenings, weekends, holidays, or extended shifts in support of City response operations. Outside of activations, EOC members participate in periodic training and exercises to maintain operational readiness, and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.
Please note, the high end of the salary range is available to candidates who have been in City service two or more years.
Funding - This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8/31/2027 with the possibility of an extension.
Candidates must be authorized to work in the United States without employer support to be eligible for selection. Note that NYCEM does not participate in eVerify, which is required for the reauthorization of some visas.
The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances.
