Job description

Utah Housing Corporation (UHC), located in West Valley City, Utah, is seeking to hire a full-time Learning & Development Business Partner to support the Human Resources Department. This position is responsible for designing, implementing, and managing learning strategies that build workforce capability, strengthen leadership effectiveness, and support organizational readiness. The Learning & Development Business Partner works closely with organizational leaders and subject matter experts to deliver practical, business-aligned learning solutions that enable performance and support UHC's mission of serving Utah's housing needs through finance and innovation.

This position reports to the Vice President of Human Resources and is classified as an exempt position. The Learning & Development Business Partner position pays between $81,203 and $114,413 annually based on education and experience. UHC offers a comprehensive benefits package that includes employer contributions to Utah Retirement Systems (URS), PEHP traditional health plans, and a high-deductible health plan with HSA contributions. The Learning & Development Business Partner serves as the organization's primary learning strategist and facilitator, translating business priorities into role-based, leadership, onboarding, and compliance learning programs. This role develops and maintains an annual learning roadmap aligned with organizational goals, conducts need assessments to identify capability gaps and establishes metrics to evaluate learning effectiveness and return on investment. The position designs and delivers blended learning solutions, including workshops, microlearning, coaching, and job aids, while facilitating key leadership, onboarding, and compliance sessions.

This role leads leadership and culture development initiatives by supporting manager development programs, contributing to UHC's Pathways leadership efforts, and reinforcing organizational values through learning experiences. The Learning & Development Business Partner also facilitates leadership roundtables and communities of practice, collaborates with HR colleagues to align learning with broader HR initiatives and organizational changes, and supports leaders in strengthening team effectiveness while fostering a culture of continuous learning.

The Learning & Development Business Partner manages learning operations, including oversight of the learning management system, learning technologies, vendor relationships, and compliance training programs. Responsibilities include maintaining audit-ready records, managing the compliance training calendar, tracking participation and outcomes, and overseeing the learning and development budget. This role also develops business cases to support decisions related to building, purchasing, or sourcing learning solutions.

Qualified candidates should have a bachelor's degree in Organizational Development, Education, Human Resources, or a related field along with five to eight years of experience in Learning and Development, Organizational Development, Talent, or HR Business Partner roles. Professional certification such as CPTD, APTD, SHRM-CP or HRCI-PHR is preferred. The successful candidate will demonstrate strong expertise in adult learning principles, experience designing and facilitating both virtual and in-person training, proficiency in learning management systems and content development, and the ability to use data and metrics to evaluate learning effectiveness. Strong stakeholder management, project management, facilitation, and communication skills are essential, along with the ability to deliver practical, scalable learning solutions that align with business needs.
