Job Title: Records/Information Management Program Manager

CACI is seeking an experienced, cleared, Program Manager (PgM) to oversee two of our National Reconnaissance Office teams. The successful candidate will interface with senior client personnel and leaders and use his/her oral and written communications skills to collect customer direction, requirements, and feedback. The program manager will develop a comprehensive understanding of team activities related to records and information management and lead execution teams to ensure work products are delivered timely and according to customer expectations. The PgM will be responsible for program financial performance, forecasts, risk identification and mitigation, and issue resolution support as and when needed. The PgM will be responsible for providing regular internal performance updates and will also provide clear timely updates to the customer including required contract deliverables.

Responsibilities:

  • Understand the customer's mission, operational constraints, and strategic goals; align program execution accordingly.

  • Serve as the customer's primary onsite Point of Contact. The Program Manager will direct, oversee, and administer the program and be accountable for overall contract performance and program issues.

  • Leverage experience working as a government contractor Program Manager to ensure that all program activities satisfy delivery of contractually required capabilities and support services.

  • Proactively communicate program actions, timelines, issues, staffing decisions and updates to COTR.

  • Support and lead customer Program Management Reviews and Business Management Reviews.

  • Submit Status Reports including metrics for program support areas.

  • Maintain the Project Management Plan including Staffing Reports.

  • Maintain project records, request traceability, and action items in a tracking system.

  • Conduct routine reviews, change-control sessions, and documentation submissions; escalate risks and blockers promptly.

  • Lead multidisciplinary teams working on sensitive programs, fostering accountability, clarity, and execution excellence.

  • Balance competing organizational needs while maintaining high standards of coordination and performance.

  • Develop program plans, track progress, and adjust staffing strategies proactively to meet evolving requirements and surge needs.

  • Contribute to process improvement initiatives including identification of innovative technology to enhance delivery and execution across projects.

  • Ensure strict adherence to all security protocols including classification handling and government regulatory requirements.

  • Manage stakeholder expectations and communicate project status, risks, and issues regularly.

  • Support and coach team members.

Required Background / Skills:

  • Active TS/SCI with a Polygraph.

  • Professional Experience: 7+ years as a program manager.

  • College degree (B.S.) in Management, Computer Science, Software Engineering, Information Management Systems or a related discipline.

  • Experience managing Cost Plus awards.

  • Ability to manage expectations and build relationships with stakeholders.

  • Excellent organizational and time management skills.

  • Ability to identify, assess, and mitigate project risks.

  • Skills in negotiating resources, timelines, and scope with stakeholders.

  • Flexibility to adjust to changing priorities and environments.

  • Ability to mediate and resolve conflicts within teams and between stakeholders.

  • Demonstrated experience interpreting and presenting project metrics and data.

  • Experience managing project financials including adherence to project funding and ensuring project financial goals are met.

  • Understanding of applicable Information Management (IM) laws, EOs, and regulations such as the Freedom of Information Act (FOIA), Privacy Act (PA), Federal Records Act (FRA), Paperwork Reduction Act (PRA), etc.

  • Comprehensive knowledge of information governance frameworks including FOIA, PA, Prepublication Review, Executive Order Mandatory Declassification Review (EOMDR), and Executive Order (EO) 13526.

  • Advanced knowledge of classification and declassification methodologies by having the ability to properly identify equities, treat with the appropriate redaction codes, and make recommendations for additional referrals or consultations when necessary.

  • Experience with classified information handling and reviewing procedures.

  • Knowledge of intelligence community (IC) structures and information sharing protocols.

  • Ability to work independently while contributing to team objectives.

  • Demonstrated consistent record of delivering precise, high-quality work within strict deadlines, and willing to perform ad hoc duties as needed.

  • Strong critical thinking, research, and problem solving/analytical skills, and the ability to prioritize and multi-task; adaptation to changes and flexibility is a must.

  • Excellent verbal and written communication skills, including the ability to communicate effectively with both technical and non-technical stakeholders.

Desired Background / Skills:

  • Project Management Professional (PMP) certification.

  • Experience managing Cost Plus Award Fee, T&M, and FFP awards.

  • Experience managing software development / IT projects and understanding of SDLC concepts.

  • Experience with process improvement models.

  • Experience implementing and using Agile approaches to support small projects / deliverables.

  • Experience with HighView, other records management tools.

  • Previous NRO / IC experience

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
