Program Manager II

J P Systems provides professional services for large Federal Healthcare IT projects.  Be part of a team influencing the future of clinical data management by helping us to analyze and improve workflows across the Federal Government. Due to a recent corporate restructuring of our client support systems, we are happy to announce the search for a seasoned and skilled Program Manager II in clinical informatics.



Responsibilities of the Program Manager II:

    • Serve as the Government point of contact and provide supervision and guidance for personnel assigned to this effort.
    • Provide primary accountability for both contract and customer relationship management.
    • Develop effective project plans, manage cross functional teams, and deliver on the Project Work Statements, schedule, and budget.
    • Interact with technical IT subject matter Lead, coach, and motivate project team members on a proactive basis.
    • Apply knowledge of project management tools and processes towards project activities, combined with the skills and abilities to guide and motivate a diverse team to achieve the client goals.
    • Possess knowledge of current project management tools and core principles of effective management including effective delegation, client engagement, stakeholder engagement, responsibility development, proposal writing, contracts, budget development and business development.
    • Identify and mitigate program/project risks and create a structure and organization for the management of a complex environment with emphasis on quantity, productivity, and consistency.
    • Direct corrective actions in any area where performance falls below objectives.
    • Arrange assignment of responsibilities to other supporting facilities, business areas, and support functions.
    • Monitor program and project performance.
    • Oversee and manage several concurrent projects.
    • Support effective recruitment, selection, performance management, development and retention of high caliber management and technical staff to carry out the organization's mission and support the clients.
    • Recognize expertise and empower peers and employees to build a dynamic team that is viewed by others as highly productive, capable and the best in the industry.


    Project Requirements: Financial Performance:

    • Interact often with clients while safeguarding scope and profitability of fixed price projects.
    • Identify and mitigate risks to cost, schedule, and performance.
    • Play an integral role in strategic planning, scheduling and resourcing.
    • Utilize project management tools to help ensure that tasks meet the vision, goals and objectives of the client.
    • Contribute to the development of technical and clinical Project Work Statements (PWS).
    • Other duties as assigned.


    Management:

    • Manage team of HIT professionals helping them meet deliverables.
    • Mentor, develop employees to exceed goals.
    • Review/verify Timesheets/PTO.
    • Support team meetings and effective communication.
    • Provide performance management including deliver on time performance reviews.
    • Participate in hiring teams reviewing candidates and conducting interviews, selecting new hires.
    • Provide onboarding of new hires

    Skills and Qualifications:

    • Well-versed in the theory and practice of the Project Management Body of Knowledge (PMBOK), including project management methodologies, tracking costs, schedules, and performance progress.
    • Project Management Professional (PMP) certification is Lean Six Sigma Green/Black Belt a plus.
    • Experience managing Healthcare Information Technology projects.
    • 2+ years of understanding in SAFe Scaled Agile Framework methodology.
    • Experience with Power BI dashboards for project management.
    • Expertise with the Veteran's Health Administration is preferred.
    • Must have experience managing multiple multi-million-dollar programs.
    • Function productively in a totally virtual technical environment with virtual meetings, portals, cloud storage tools and maintain insight into staff productivity.
    • Advanced experience with MS 365 Tool suite including MS Teams, Excel, Word, Project, PowerPoint, Planner and MS Outlook.
    • Excellent professional written and oral communication skills and interpersonal skills required.
    • 15 years related project management or business, and Federal contracting experience is required.
    • 6 - 9 years' experience managing multiple simultaneous projects of 1M or more.
    • Ability to effectively manage senior and subject matter expert level staff.


    Educational Requirements:

    A master’s degree or bachelor’s plus 6 years relevant experience, or Associate’s + 4 years relevant experience required in Engineering, Computer Science, Information Systems, Healthcare IT, Business or related scientific/technical discipline.


    Educational Equivalents:

    A bachelor's degree plus 2 years' experience may be used as an equivalent to a master's degree or an associate degree plus 4 years' experience may be used as an equivalent to a master's degree.
