Job description

Hive Group, a HUBZone-certified SDVOSB and multiple award-winning organization, delivers innovative solutions for complex, mission-critical federal programs. We are seeking an energetic and detail-oriented Human Capital Specialist in McLean, VA, to support our General Services Agency (GSA) client. This position will work closely with stakeholders across the organization to provide a consistent, high-quality experience to prospective, new, and existing employees while managing associated human capital programs and initiatives. In this role, you will lead end-to-end workforce administration—from recruiting and onboarding to offboarding—within a complex federal workforce environment. Please note that this position is contingent upon award.

This role interfaces directly with client stakeholders to enhance human capital programs while ensuring strict compliance with GSA and federal human capital guidelines. To succeed, the ideal candidate must be equipped to lead defined work streams or specialized functional responsibilities and deliver complex work with a high degree of independence, while contributing materially to delivery outcomes across engagements. Accordingly, Hive Group is seeking forward-thinking individuals with a high level of accuracy in workforce data analytics, strong process improvement capabilities, and excellent communication and time management skills.

Key Responsibilities
  • Lead end-to-end administration for recruiting, onboarding, promotions, transfers, and offboarding within a complex workforce environment.
  • Interface directly with client stakeholders to implement and enhance customized human capital programs aligned with agency priorities.
  • Ensure timely processing, accurate documentation, and strict compliance with GSA and federal human capital guidelines.
  • Explain complex workforce regulations and program data clearly to diverse audiences, resolving policy inquiries from employees and supervisors.
  • Apply industry best practices and process improvement methodologies to strengthen GSA human capital initiatives and streamline workflows.
  • Maintain, validate, and report on workforce data with high accuracy to support audit readiness and strategic decision-making.
  • Provide rapid, cross-functional support to the human capital team on critical data calls, personnel reporting, and tracking systems.
  • Administer workforce distribution lists, GSA organizational directories, and employee databases to ensure accurate team alignment.
  • Identify performance gaps, tracking trends, and operational bottlenecks to collaborate with stakeholders on scalable solutions.
  • Facilitate comprehensive onboarding presentations and engagement initiatives while managing ambassador programs, resource tracking, and up-to-date directories to accelerate workforce readiness.
Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field, or equivalent professional experience.
  • Minimum of 2–4 years of professional experience supporting human capital, workforce management, employee onboarding/offboarding, administrative operations, or related business functions.
  • Ability to successfully obtain and maintain a favorable background investigation, including criminal and credit checks.
  • Exceptional written and verbal communication skills with the ability to effectively and professionally engage with employees, leadership, and client stakeholders in a complex environment.
  • Demonstrated ability to manage multiple priorities simultaneously, meet competing deadlines, and maintain strong attention to detail in a fast-paced, high-performing environment.
  • Strong organizational, problem-solving, and customer service skills with the ability to handle sensitive and confidential information with discretion.
  • Proficiency in Google Workspace and Microsoft Office suites and collaboration tools, with the ability to learn and adapt to new systems, processes, and technologies quickly.
Preferred Qualifications
  • Experience supporting the U.S. General Services Administration (GSA), including familiarity with GSA organizational structures, operations, or workforce processes, is highly preferred.
Compensation and Benefits

The estimated compensation range for this position is between $80,000 and $90,000 annually. Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
