About the Role
Happen Bank is looking for a risk-minded, detail-oriented Risk and Controls Manager to join our Business Risk and Controls team, reporting to the Sr Director. In this role, you will play a critical part in strengthening our first line of defense by owning the execution of our Risk and Controls Self-Assessment (RCSA) program across Deposits, Lending, and Operations and leading first line control testing activities. This is a high-impact opportunity for a seasoned risk professional who thrives in a structured yet dynamic environment and is passionate about building a culture of sound risk management within a modern, tech-forward bank.
What You'll Do
  • Execute end-to-end RCSA activities across assigned business units, including process mapping, risk identification, control elicitation, inherent and residual risk rating, and ongoing program maintenance
  • Conduct first line control testing in accordance with established methodologies, documenting results, identifying control gaps, and tracking remediation
  • Partner closely with business line stakeholders to assess the effectiveness of key controls and translate complex risk concepts into actionable insights
  • Maintain and update RCSA documentation, control inventories, and risk registers in the GRC system of record
  • Monitor the risk and control environment for changes driven by new products, processes, or regulatory developments and ensure the RCSA reflects those changes
  • Support issue management activities, including root cause analysis, remediation tracking, and validation testing
  • Contribute to the continuous improvement of RCSA program standards, templates, and methodologies
  • Proactively leverage and look for ways AI can create efficiency to evolve the risk and control environment
  • Liaise with second line Risk and Compliance and Internal Audit as needed

About You
  • 4+ years of progressive experience in financial services, with a meaningful focus on risk management, operational risk, compliance, and/or business process modeling
  • Strong working knowledge of RCSA frameworks and first line risk and control concepts
  • Demonstrated ability to facilitate complex risk discussions and confidently challenge, influence, and guide leaders at all levels in support of sound risk management and business outcomes
  • Superb meeting facilitation skills with the ability to keep participants engaged and on task
  • Experience designing or executing control testing programs, including test script development and evidence evaluation
  • Familiarity with GRC platforms (e.g., Optro, Archer, ServiceNow, MetricStream, or similar)
  • Ability to independently manage workload, prioritize competing demands, and deliver quality work product with minimal supervision
  • Excellent written and verbal communication skills, with the ability to present risk findings clearly to both technical and non-technical audiences
  • Project discipline with the ability to translate business needs into executable project plans and drive against those timelines
  • Experience with AI platforms (ChatGPT, Claude, OpenAI, etc.)
  • A collaborative, solutions-oriented mindset with a strong sense of accountability
  • Bachelor's degree or higher, or equivalent combination of education and experience

Nice to Have
  • Experience in consumer banking, lending, or fintech
  • Working knowledge of consumer lending and/or banking regulations (e.g., EFTA, TILA, TISA, Reg CC, FCRA, FACTA, BSA/AML, GLBA, etc) and/or SOX control frameworks

The above locations are eligible offices for this role. The locations have been determined to foster in-person collaboration with this role's team or the related business lines. We utilize a hybrid work model, and our teams are in-office Tuesdays, Wednesdays, and Thursdays. In-person attendance is essential for this role's success, and remote placement will not be considered. Happen Bank offers relocation, based on actual job level.

While the position will primarily work local hours, Happen Bank is headquartered in Pacific Time and our ideal candidate will be flexible working across time zones when necessary.
Travel Requirements
As needed travel to Happen Bank offices and/or other locations, as needed.
Compensation
The target base salary range for this position is 81,000-95,000. The base salary of the role will be determined by job-related knowledge, experience, education, skills, and location. Base salary is just one part of Happen Bank's Total Rewards package. You may also be eligible for long-term awards (equity) and an annual bonus (which is based on company performance, employee performance and eligible earnings).
