POSITION SUMMARY

Under the direction of the General Manager, this position is responsible for the overall management of the racing operations while establishing a safe and welcoming environment for all guests and team members. Incumbent is responsible for monitoring the duties and responsibilities of managers and supervisors who are direct reports, for assisting with the planning and directing of the racing office operations and backside operations.  Incumbent ensures adherence to all policies and procedures; motivates and leads by example and provides a positive work environment. Develops performance objectives and delivers performance evaluations for direct reports, implements all new racing operations' initiatives as directed; actively participates in the recruitment and hiring process.

ESSENTIAL FUNCTIONS

  • Delivers superior internal and external guest service in accordance with Boyd Values and works harmoniously with fellow team members.
  • Oversees stall application submissions and stake nomination fees from owner(s).
  • Assists in reviewing applications for horses entering and training, accepting application and entrance fees, registering financial interest parties, and may review racing information to be published in various forms of publications, while ensuring racing commission rules are followed for classifying and reclassifying horses.
  • Status for horses, classes, updates new information.
  • In concert with Racing Secretary, sets conditions for each race of the race meet regulating the nomination of entries and determining the amounts of purses and to whom they are due.
  • Ensures that Stake events are in compliance with all applicable Ohio State Racing Commission Laws, Rules and Regulations.
  • Examines nominations and declarations of stakes events to verify the eligibility of all declarations and nominations and compile lists thereof for publication.
  • Establishes, maintains and approves budget for all track maintenance and purchase/repair of equipment           to achieve proper management for area of responsibility.
  • Ensures compliance with Ohio Department of Agriculture for licensing laws, Concentrated Animal Feeding Operations (CAFO) regulations, as well as other statutory and applicable health/safety regulations
  • Acts in accordance with all rules and regulations of the Ohio Lottery Commission, Ohio Department of Agriculture, Ohio Department of Health, and Ohio HBPA.
  • Acts as liaison with the Ohio HBPA, HISA, and Ohio State Racing Commission and industry-related businesses and association's; maintains awareness of new trends and innovations in the field of racing while remaining current on business trends and activities in the local market; May serve as a substitute Racing Official on live race days as needed.
  • Responsible for the oversight of the entire racing operation including the Racing Office, Racing Office Kitchen, Track Maintenance, OTB, Simulcasting, and Backside Areas.
  • Works with Stewards to ensure racing operations are being run properly and in compliance with Ohio State Racing commission rules and laws.
  • Ensures the safety and condition of main dirt track and main turf course and that they are safe and usable for racing and training.
  • Oversees and assists simulcast coordinator for the selling of live export simulcast signal as well as making sure the best rates are secured for import simulcasts.
  • Assist with racing permit submitted to Ohio State Racing Commission on a yearly basis.
  • Assists with receiving, managing, and monitoring all registration certification of all horses competing; returns certifications to owner or representative at exit from grounds.
  • Assists in preparing listing of horses in program, reviewing entries and declarations for various assigned events, verifying eligibility of all declarations and nominations and produce an eligible horse listing, and ensuring declarations are signed and are kept safe for the specified time frame.
  • Assists Racing Manager and other applicable management to plan various race schedules, determine winnings for each race, and interact with team members to create racing formats and assign stable space.
  • Assists in recording official racing results and maintain files on horses, documenting ownership changes, and creates reports for track officials.
  • Assists with the planning and arranging of racing schedules and assigns handicap weights; keeps current horse class qualification lists for examination; maintains familiarity with ages, class, and competitive ability of all horses.
  • May observe races to study ability and form of horses to assist in verifying selection of entries.
  • May prepare and analyze complex reports using writing and analytical skills; prepares and approves federal and state reporting; ensures reporting compliance.
  • Manages all aspects of live race day operations and simulcast operations.
  • Assists in the planning and execution of racing-related marketing and promotions.
  • Reviews strengths and weaknesses of all department programs in order to most effectively implement changes to improve operations and most efficiently allocate resources.
  • Establishes operating department standards, guidelines and objectives and maintain other administrative processes such as budget and staffing to ensure proper planning, efficient and effective operation of assigned areas; ensures a maximum level of service and satisfaction is achieved and maintained, throughout all racing operations.
  • Attends and participates in professional group meetings; maintains awareness of new trends and innovations in the field of racing administration.
  • Plans, directs, coordinates and reviews the work of Racing team members; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; ensures guest service; meets with team members to identify and resolve problems.
  • Selects, trains, motivates and evaluates Racing team members; provides team member training; works with team members to correct deficiencies; implements and or approves discipline as appropriate.
  • Monitors encompass Daily Entry Reports to ensure compliance with all HISA registration and rule requirements for all Owners/Trainers, Jockeys, Horses, and Officials.
  • Responsible for the development and oversight of the RSWC (Racetrack Safety & Welfare Committee), as well as attend bi-weekly meetings.
  • Responsible for the oversight and management of Jockey Medical Requirements per HISA.
  • Assists all applicable Racing Officials with their HISA Daily Reporting and Checklists; ensures Daily Reports are sent to HISA.
  • Responsible for the oversight of the Track Veterinarians to ensure accurate incident reporting, follow-ups, as well as monitor compliancy for HISA RSA requirements.
  • Manages all aspects of the Race Office Kitchen (ROK).
  • Performs other relate duties and responsibilities as required.
Qualifications

EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

(Related education and experience may be interchangeable in certain instances)

  • High School Diploma plus minimum 5 years of racing experience; minimum 3 years management experience.
  • Post-Secondary education or a relevant combination of education and experience is an asset.
  • Proficient with Microsoft Office.

ADDITIONAL REQUIREMENTS: (Licenses, Certifications, Testing, etc.):

Ability to obtain and maintain a gaming and/or racing license(s) within assigned state of employment

Must successfully pass background check

Must successfully pass an alcohol and drug screening

Must be at least twenty-one (21) years of age

Must be willing to work a variety of shifts to include swing shifts and holidays if needed
