Main Purpose of Job
The primary objective of this role is to support the Baltimore City Department of Social Services (BCDSS) by providing on-site technical guidance, producing data-driven reports, and performing detailed data analysis. This position requires significant independent judgement to interpret and apply the L.J. v. Massinga federal court mandates (LJ Consent Decree), as well as relevant laws and regulations throughout various administrative stages. Additionally, the incumbent will facilitate effective communication to help personnel identify and rectify issues within the Child Juvenile & Adult Management Systems (CJAMS), the agency's primary electronic information platform.
POSITION DUTIES
Information Management (Work Assignments)
  • Generate and analyze reports from internal databases and systems like CJAMS and Workday to produce critical performance and compliance metrics.

  • Evaluate data to improve service outcomes for families and children, ensuring all recurring reports for LJ Consent Decree and other agency mandates are delivered on schedule.

  • Collaborate across agency units to define report requirements and data needs, optimizing staff productivity and service results for Baltimore City residents.

Process Improvement (Special Projects)
  • Research and compile information as directed by the executive and may recommend innovative ideas or methods of doing business.

MINIMUM QUALIFICATIONS
Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.
Experience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.
2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience.
3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
• One year of experience using Microsoft Office and Google Suites.
• One year of experience working with internal and external partners to implement solutions for human service programs.
• One year of experience creating and managing data collections systems such as CJAMS (Child Juvenile Adult Management System).

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
