Under general supervision of the Director of Human Resources, the Risk Manager is responsible for providing strategic human resources support to staff, line managers, department heads, and others. Primarily, the Risk Manager will be responsible for planning, organizing, developing and administering the risk management programs for the City. Additionally, the Risk Manager will possess general knowledge and understanding in the following areas: performance management, training/staff development, diversity, succession planning, human resources planning and analysis, writing and interpreting policy, presentation skills and special projects and other management skills. This position requires a self-motivated top performer who displays a strong initiative, is proactive and responsive, adaptable and results-oriented. The role operates within a fast-paced environment in which teamwork, effective influencing skills and strong technical skills are essential. Excellent written and verbal skills as well as strong interpersonal skills and sound judgment to manage sensitive and confidential matters are necessary.

Major Duties
  • Manages the Risk Management programs for the City including risk exposure identification; selects appropriate resolution for the exposure; implements and monitors steps to reduce risk and/or minimize impact; assesses and communicates to management the City's insurance needs to include property/liability and worker's compensation
  • Oversees claims processing and coordination; maintains claims database and analyzes it for trends and potential risk exposure; including presenting such data. Monitors state and federal legislation for potential impact to the City
  • Serves as Title VII and ADA Coordinator; Chairs City's Safety Committee; facilitates monthly meetings and makes recommendations to management; manages/administers city's workers compensation and liability programs; consults employees and management regarding worker's compensation, safety and risk management issues; develops and administers safety awareness and assurance programs and training; conducts onsite audits; coordinates with attorney(s) and third-party administrator(s) for worker's compensation hearings, investigations and surveillances; attends hearings to testify; schedules investigations and surveillance if workers compensation fraud is in question
  • Recommends, develops, facilitates, plans and delivers training and development courses on various topics to include, risk management and other human resources related topics
  • Provides advice, assistance, and follow up on City policies procedures and documentation
  • Collects and analyzes data; identifies opportunities, defines problems, and recommends viable solutions to management, which include action plans and time tables
  • Serves as support and backup to other HR professionals as necessary. Acts in place of HR professionals in short- and/or long-term absences
  • Leads and/or assists in the development of Human Resources manuals, forms, reports, etc.
  • Assists with special human resources initiatives and projects as needed. This work is often complex requiring strong analytical and quantitative method skills (i.e. benchmarking analysis, audits, data interpretation, etc.)
  • Performs other duties as assigned

Minimum Qualifications
Bachelor's degree in Human Resources Management, Business Administration, Public Administration or related field with a Masters Degree in related field preferred. PHR/SPHR Certification preferred. Must possess a minimum of 5 years of progressive responsible human resources and/or risk management experience. Must be proficient in Microsoft Office Word, Excel, PowerPoint, and Outlook; must be able to prepare spreadsheets and ad hoc reporting. Must be able to manage a high volume workload, possess excellent organizational skills, attention to detail and strong customer service skills. Must be flexible, self-motivated and able to take initiative to resolve issues that produce positive outcomes.
Knowledge Required by the Position
  • Knowledge of all applicable state and federal laws, rules and regulations governing human resources
  • Knowledge of methods and techniques of research, statistical analysis and report presentation
  • Knowledge of City codes, regulations and procedures
  • Skill in planning, organizing, and managing time
  • Skill in operating modern office equipment, i.e., computers, copiers, faxes, etc.

  • Ability to analyze situations and resolve problems

  • Ability to establish and maintain effective working relationships with employees, peers and supervisors

Work is performed under the supervision of the Assistant Director of Human Resources
