Company Background
Water infrastructure is a critical component of the health of all communities in the United States. Unfortunately, much of the water infrastructure supporting our communities is failing due to lack of investment. Central States Water Resources, Inc. (CSWR) is at the forefront of the water utility industry by bringing solutions to some of the most troubled water infrastructure systems in the United States. CSWR is actively acquiring, renovating, and stabilizing water and wastewater operations in many communities, bringing the infrastructure investment needed to ensure safe, reliable water service to allow communities to thrive. CSWR’s mission is to bring safe, reliable, and environmentally responsible water resources to every community in America.
Position Summary
The Regulatory Analyst is responsible for implementing and further improving the processes of collecting, interpreting, and communicating information that is used throughout multiple different business processes by various internal and external stakeholders. This position will also be responsible for coordinating with legal counsels and various other 3rd parties to ensure business processes are running effectively and efficiently. This role involves both high level and tactical collaboration with Customer Experience, Communications, Engineering, Finance, Regulatory, Operations, and Leadership. Additionally, this role includes analyzing regulatory requirements, coordinating with regulatory bodies, and implementing strategies to ensure adhesion to environmental standards. Finally, this position requires the ability to collaborate with cross-functional teams while having the ability to organize and juggle multiple different functions simultaneously.
Essential Functions:
  • Coordinate and support acquisition applications, rate cases, pass-through filings, tariff revisions, certificate applications, and other regulatory proceedings.
  • Develop, draft, and coordinate responses to regulatory data requests, discovery requests, and commission inquiries.
  • Prepare, organize, and maintain regulatory filings, supporting workpapers, exhibits, testimony support materials, and case documentation.
  • Collect, analyze, validate, and communicate operational, financial, engineering, customer, and compliance data used in regulatory proceedings.
  • Track regulatory deadlines, filing requirements, procedural schedules, acquisition conditions, and compliance obligations across multiple jurisdictions.
  • Coordinate with attorneys, consultants, regulators, engineering, operations, customer experience, communications, finance, and compliance teams to support regulatory activities and filings.
  • Maintain accurate regulatory records, case files, compliance documentation, and supporting evidence to ensure auditability and regulatory readiness.
  • Participate in due diligence activities associated with acquisitions, including gathering operational, financial, environmental, engineering, and customer information.
  • Establish and maintain productive working relationships with regulatory agencies, consultants, legal counsel, acquisition sellers, and internal stakeholders.
  • Assist with preparation of reports, presentations, regulatory summaries, and executive briefings for leadership.
  • Manage multiple projects simultaneously while ensuring deadlines, deliverables, and quality expectations are met.
  • Other duties as assigned.
