Summary
About the Position: As an Application Technology Program Manager with USACE's Construction Management Technology Modernization Office (CM TMO), you will be responsible for expanding the tools available to field teams and improving efficiency via technology. In joining the CM TMO you become a part of the team transforming the digital landscape in USACE.

  • Serve as a SME on construction management and built environment technologies, including Virtual Reality, site capture, Augmented Reality, Building Information Modeling, and connected construction solutions (Automated Information Systems).
  • Administer USACE Construction Management Automated Information Systems (AIS), providing Enterprise oversight to system usage.
  • Manage development and refinement of functional, business and system requirements for the development and continuous improvement of built environment platforms and tools.
  • Analyze, plan, develop, and maintain policies, procedures, and tools to ensure information technologies and tools are available to support the end user.
  • Oversee the design, development, testing, and training of construction systems and tools.
  • Translate research and development initiatives into tangible and adoptable tools for USACE field teams, ensuring all cyber and IT requirements are met and maintained.
  • Maintain appropriate cyber compliance postures across all CM tools and technologies.
  • Support a continuous improvement model in which systems and tools are refined and updated regularly.

  • Obtain and maintain requirements for each Cyber work role In accordance with DoDM 8140.03 and supplemental Army guidance at the assigned proficiency levels listed below:
  • 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, and 3) 20 hours of Continuous Professional Development (CPD).
  • 1 year probationary period may be required.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1.) managing Automated Information Systems projects, including defining project scope, monitoring project activities, and coordinating milestones to meet project objectives; 2.) providing technical support for information systems by analyzing user needs, recommending technology solutions, and assisting in the design and development of customized system configurations; 3.) developing project plans and statements of work (SOWs), and participating in the review of deliverables for completeness and accuracy in support of enterprise-wide initiatives; AND 4.) supporting cybersecurity processes by assisting with control reviews within the Risk Management Framework (RMF) to ensure information systems remain compliant with security standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
