Job description

ABOUT THIS POSITION The City of Phoenix Housing Department's mission is to provide quality affordable housing and a pathway to self-sufficiency. To fulfill the mission, the City of Phoenix Housing Department owns more than 5,500 units of public and affordable housing and manages more than 7,500 Housing Choice Vouchers, providing homes to 35,000+ people. This includes a growing portfolio of 44 multi-family developments across the City overseen by the Department's Asset and Property Management Division.

The Housing Department Asset Manager Analyst reports to the Senior Asset Manager and works as part of a team responsible for the City of Phoenix affordable housing properties. Responsibilities include and are not limited to: Oversight of third-party property management companies to ensure financial and operational goals are achieved. Monitor property operations to ensure revenue, expense, and occupancy targets are being met, and analyze operating statements to identify trends and performance issues.

Track key performance indicators (KPIs) to evaluate asset performance and develop strategies to improve net operating income (NOI). Prepare monthly summary income, expense, and variance reports for assigned assets. * Ensure timely submission of monthly financial reporting from third party management firms.

Monitor insurance renewals and the payment of management fees for accuracy and compliance. Monitor property replacements, capital expenditures, and long term capital needs. * Review estimates for capital and repair needs and conduct property visits to assess conditions.

Oversee unbudgeted repair and capital requests by evaluating competitive bids for completeness and cost effectiveness and submitting recommendations to the Senior Asset Housing Manager. Manage the annual budget process and participate in the monthly financial review cycle for assigned properties. * Monitor property cash positions to prevent shortfalls and ensure financial stability.

Conduct site visits and document findings, risks, and follow up actions. Attend meetings and industry conferences as required. * Demonstrate superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.

Perform other duties as assigned. IDEAL CANDIDATE Knowledge from an asset management firm or ownership entity, with a proven track record of overseeing third-party property management companies to achieve investment and operational objectives, as well as long-term financial and strategic goals. * Ability to read and analyze financial reports, operating budgets, operating agreements, and legal contracts.

Proven ability to oversee and hold third-party property management firms accountable for operational performance, compliance, and financial outcomes. Demonstrated ability to lead asset-level and portfolio-level financial analysis, including budgeting, forecasting, and performance benchmarking. * Exceptional Excel skills and the ability to create spreadsheets and financial analysis.

Strong organizational, research, analytical, and problem-solving skills. Strong written and verbal communication skills. * Ability to establish cooperative working relationships.

  • Ability to interpret information accurately and make decisions according to existing laws, regulations, and policies. SALARY Pay Range: $93,121.60 - $131,040 annually. Hiring Range: $93,121.60 - $113,193.60 annually.

One year of supervisory experience. Bachelor's degree in property management, public or business administration, communications, or a related field. * Other combinations of experience and education that meet the minimum requirements may be substituted.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record.

Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
