Job Overview:

The SETA & Acquisition Program Manager provides mid-level technical, programmatic, and acquisition lifecycle support to the CBP Air and Marine Operations (AMO) Domain Awareness Persistent Systems (DAPS) portfolio. This role delivers Systems Engineering and Technical Assistance (SETA), acquisition planning, milestone support, requirements development, test integration support, and analytical decision support in alignment with Tasks


The SETA & Acquisition Program Manager works across enterprise surveillance programs-including aerostats, maritime towers, UAS platforms, subterranean detection, and ground systems-to strengthen CBP's acquisition rigor, support governance processes, enable operational test integration, and ensure strategic alignment with AMO's Vision & Strategy 2030. The position leverages the candidate's strong background in Operational Test & Evaluation, requirements analysis, system readiness assessment, and DHS acquisition support to ensure smooth program execution across the DAPS enterprise.


Support Hours: Applicant shall be available during core work hours as established the Government customer.


Essential Duties & Responsibilities:

  • Support acquisition lifecycle activities for Domain Awareness Persistent Systems, including milestone documentation, acquisition strategies, and requirements development in accordance with DHS ALF.
  • Provide SETA support through requirements analysis, engineering review, configuration documentation, and integration planning across surveillance and detection technologies.
  • Assist in coordinating and facilitating IPTs (OIPTs, IIPTs, PIPTs), Test Plan Working Groups, and technical alignment meetings with CBP, DHS S&T, and interagency stakeholders.
  • Contribute to Integrated Master Schedule (IMS) development, updates, and program reporting to ensure alignment with operational and acquisition priorities
  • Support operational test integration by preparing test documentation, reviewing data, and ensuring OT&E findings are incorporated into acquisition decisions.
  • Provide analytical input for budget formulation, spend plans, IGCEs, contractor proposal evaluations, and resource allocation planning.
  • Identify program risks, track mitigation strategies, and support development of risk, issue, and opportunity (RIO) reporting for leadership.
  • Evaluate emerging technologies, system configurations, and engineering changes to inform capability development and system readiness decisions.
  • Develop executive-level briefings, decision papers, dashboards, and performance metrics to support program leadership and enterprise decision-making.
  • Ensure compliance with CBP acquisition policies, documentation standards, and security requirements, including handling of sensitive program information.

Requirements

Minimum Requirements:

  • Bachelor's degree required; engineering, criminal justice, applied science, or technical discipline preferred. Equivalent operational or testing experience may substitute for degree requirements.
  • 5+ years supporting federal acquisition, SETA, or programmatic support contracts.
  • Experience with DHS, CBP, DOD, or similar agencies in acquisition or systems engineering roles.
  • Demonstrated experience supporting OT&E integration, requirements development, system evaluations, or acquisition documentation.
  • Experience supporting IPTs, developing milestone documentation, or assisting with engineering/technical analyses.
  • Excellent communication and technical writing skills.
  • Proficiency with Microsoft 365, data systems, analysis tools, and collaboration platforms.
  • Ability to support hybrid remote/on-site work at Government direction.
  • PMP, DAU T&E Level I/II certifications, preferred.

Security Requirement:

  • Must be eligible to obtain and maintain CBP Background Investigation

Travel Required:

  • Occasional CONUS travel required for program reviews and operational assessments (15-25%)
