Job description

This Project Manager position will support Extravehicular Space Operations Contract (ESOC) Program Office work, including serving as the liaison for EVA Tools and Crew Aids (ETCA) under the NASA EVA program, as well as other OSS projects. The balance between ESOC responsibilities and broader OSS project management responsibilities will shift over time based on program needs.

This role requires independent technical leadership, direct customer engagement with NASA, oversight of schedule, cost, and technical performance, and representation of OSS and ETCA at NASA engineering panels and program reviews.

Qualifications

Required

Bachelor's degree in in Engineering or closely related field from an accredited institution.

A minimum of three (3) years in a Project Manager role with demonstrated ability to meet schedule and budget goals or at least seven (7) years of experience managing technical or operational projects.

Experience managing the financial aspects of multiple types of Government contracts such as fixed price, cost reimbursable, incentive fee, award fee, and/or time & material contracts

Demonstrated experience in leading project teams.

Demonstrated proficiency in all MS Office Professional applications, especially MS Excel, MS Project, and MS PowerPoint.

Experience with Earned Value Management, financial forecasting, and risk management.

Proof of U.S. citizenship or permanent residency is required.

Ability to obtain and maintain a U.S. government background investigation.

Preferred

PMP Certificate or equivalent training in Project Management.

Working knowledge of NASA or DoD development processes, key milestones, and applicable project development requirements.

Previous experience supporting NASA human spaceflight operations

Knowledge of FAR/DFAR requirements, CPSR compliance, ITAR, and EAR regulations.

Experience with AS9100 or ISO quality systems.

Experience with Deltek Costpoint or equivalent ERP systems.

Experience with Primavera P6 scheduling software

Supervisory Responsibilities and Reporting Relationship

This position has no direct supervisory responsibilities.

Reports to OSS Director of Operations organizationally and to the ESOC Program Manager day to day

Working Conditions

This position is considered OFFICE WORK which is characterized as follows.

Almost exclusively indoors during the day and occasionally at night

Occasional exposure to airborne dust in the work place

Work surface is stable (flat)

Requires working indoors in environmentally controlled conditions

Job tasks are performed in close proximity to other people

Proof of U.S. Citizenship or US Permanent Residency is a requirement for this position.
Must be able to complete a U.S. government background investigation.

Essential Duties and Responsibilities

ESOC Program Office Responsibilities (Core)

Serve as the ESOC program office liaison for ETCA, ensuring OSS commitments are met through coordination with OSS project management and technical teams.

Represent the ESOC program office as a NASA EVA Hardware Panel member at JSC for ETCA hardware, and act as the primary OSS point of contact with the NASA customer for EVA Tools and Crew Aids.

Participate as the engineering IPT representative for EVA Tools and Crew Aids.

Provide program office status for all ETCA tasks, actions, and projects through close coordination with OSS ESOC management and technical teams, delivering updates to the ESOC program office and NASA customer at meetings and reviews.

Manage the ETCA Life Extensions to ensure ETCA availability throughout contract required operational dates.

Support business development by leading or participating in ESOC IDIQ proposals. Assist the program office in preparing and issuing IDIQ statements of work, trade study estimates (ROMs), and RFPs.

Perform additional duties as assigned by the ESOC Manager.

Project Manager Responsibilities

Lead, plan, and execute one or more OSS projects, ensuring cost, schedule, technical performance, and contractual requirements are met.

Develop and maintain integrated project schedules, project plans, budgets, staffing plans, and deliverables, including critical path and EVM analyses.

Manage project financial performance (ETC, EAC, SPI, CPI, VAC).

Provide project status at internal and external reviews.  Support monthly revenue and forecasting activities.

Identify, assess, and mitigate risks; maintain a formal risk register and ensure timely issue resolution across departments.

Oversee subcontractor and supply chain activities, including defining and executing purchasing agreements, statements of work, and evaluating subcontractor cost, schedule, and technical performance.

Ensure compliance with FAR, NFS, CAS, Export Control, and all contractual obligations; support customer information exchange in coordination with Contracts Management.

Serve as primary customer interface, maintaining strong customer relationships and communicating project status at internal and external reviews.

Support proposal development, new business activities, contract change management, and project closeout/lessons-learned efforts.
