Job description

Initiates, plans, coordinates, and implements responsible and complex management analyses, services, and activities. Perform professional work involving grant writing, coordination and administration; Conducts and/or oversees studies on operational, administrative, and legislative issues. Advises City Administrator regarding management and administrative issues and provides highly multifaceted and responsible assistance to various departments in completing special and ongoing projects. Performs and coordinates responsible professional innovation and process improvement work designed to improve the efficiency and effectiveness of city operations. Reports to the Administrator or other designated person and works with a variety of Augusta, Georgia employees involved in the grant acquisition process, etc.
Key Responsibilities and Performance Standards
  • Plan and organize operational, administrative, or management studies or projects. Conducts special analyses, identifies problems, determines analytical techniques and informational gathering processes, and obtains required information for analysis. Assist with preparation of the annual budget/capital improvement program, and provide responsible budget preparation, analysis, and monitoring support.
  • Responsible for finding funding opportunities for Augusta, Georgia. Writes and edits grant applications; Plans, organizes, researches, and manages grants administration for Augusta, Georgia; Monitors and evaluates information to determine compliance with prescribed standards and guidelines.
  • Gathers, analyzes, and evaluates existing systems, policies, procedures, processes, and practices for efficiency, effectiveness, and alignment with best practices (including field research and peer benchmarking research), making data-driven recommendations for improvement. Collects, analyzes, and reports data on the performance of program activities.
  • Plan and organize operational, administrative, or management studies or projects. Conducts special analyses, identifies problems, determines analytical techniques and informational gathering processes, and obtains required information for analysis. Coordinates the development and maintenance of standard operating procedures, annual reports, and strategic plan documentation.
  • Collect statistical information and update program performance measures, operating and budget transfers, revenues, and expenses. Analyze alternatives and make recommendations regarding performance measures, staffing, productivity, policy, and procedure modification. Prepare reports of study conclusions and recommendations and presents report to the City Administrator.
  • Works with internal and external partners to coordinate the City Administrator's goals.
  • Performs other duties of a similar nature or level.

Education: BA/BS degree in Accounting, Finance, Business Administration or another related occupational field. Master's degree in Business Administration, Public Administration or related field preferred.
Experience: Three (3) years in Accounting, Finance, Public Administration, or Business Management.
Knowledge/Skills/Abilities:
  • Considerable knowledge of principles and practices of process improvement, accounting, finance, budgeting, grant writing, management, and business administration.
  • Ability to plan and facilitate effective meetings and deliver effective public presentations.
  • Ability to clearly communicate complex material in a professional manner.
  • Proficiency in acquiring and maintaining skill sets on financial, operational and process improvement best practices.
  • Knowledge of budget preparation, review, and analysis procedures.
  • Proficiency in financial systems operations and generally accepted accounting practices.
  • Experience with innovation methods and tools.
  • Experience in change management and implementing new processes, technology, or structures.
  • Knowledgeable in the concepts of strategic plans, and legal contracts.
  • Ability to define objectives, assign priorities, manage multiple complex projects, organize resources, and meet completion deadlines.
  • Ability to prepare financial reports and perform quantitative data analysis.
  • Knowledge of and skill in reviewing current policies, practices and processes; gathering and analyzing data; identifying performance gaps; recommending and implementing improvements; and evaluating results.
  • Mastery of interpreting relevant federal, state, and local laws and ordinances, department regulations, and Augusta policies and procedures.
  • Mastery of Microsoft products, to include Excel, Word and PowerPoint.
  • Demonstrated ability to effectively collaborate with government officials, community agencies, the general public, and others at all organizational levels.

This position requires staff call up in emergency situations and travel from the office less than 50% of the time.
