Job description

The TRIRIGA Training and Change Management Specialist oversees training strategy, content development, and delivery activities. The Training and Change Management Specialist also leads user adoption and change management across stakeholder groups.

  • Develop, maintain, and execute a comprehensive Training Plan aligned with IRS CITC standards, Section 508 compliance, and approved release schedules. 
  • Design, update, and deliver training materials (lesson plans, facilitator guides, user guides, job aids, quick reference guides, FAQs, e-learning modules) for all TRIRIGA user groups (System Administrators, Power Users, FMSS Users, Service-wide Users). 
  • Provide pre-production and post-production training within required timeframes to support system upgrades, break/fix releases, and backlog enhancements. 
  • Deliver instructor-led (virtual or in-person), recorded, and hybrid training sessions using IRS-approved platforms (e.g., Microsoft Teams, Adobe Connect). 
  • Develop and deliver specialized courses including Application Builder Training and Advanced Report Manager Training for administrators and power users. 
  • Lead change management activities, including stakeholder impact analysis, communications planning, adoption strategy development, and coordination with IRS Business Units. 
  • Ensure all training materials are updated to reflect current TRIRIGA versions and system functionality, including updates following minor upgrades and enhancements. 
  • Support knowledge transfer activities during transition-in and transition-out phases, including documentation preparation and formal classroom-style transfer sessions. 
  • Coordinate with PM and technical teams to ensure training and change activities align with backlog prioritization, release management, and operational timelines. 

Requirements

  • Must have experience supporting TRIRIGA and/or other IWMS systems for Federal Agencies 
  • Must have experience designing federal-agency training programs or equivalent  
  • Must have familiarity with government learning platforms and Section 508 compliance
