Job Purpose:

The Payroll Manager is responsible for the strategic leadership, administration, compliance, and continuous improvement of all payroll operations for Lone Star Communications. Reporting directly to the Chief Human Resources Officer, this position ensures the accurate and timely processing of payroll while maintaining compliance with all applicable federal, state, and local regulations, including certified payroll requirements.

The Payroll Manager partners closely with HR, Accounting, Operations, and leadership to ensure payroll processes support the company's employee-owner culture, compensation programs, benefits administration, and overall employee experience. This role serves as the organization's payroll subject matter expert and provides leadership for payroll governance, process improvements, reporting, audits, and workforce-related compliance initiatives.

Duties and Responsibilities

  • Follow all company processes and procedures in accordance with the LSC Quality Management system to ensure that a quality product is maintained and delivered within the predetermined time and cost
  • Attending required internal company meetings such as safety, departmental, scheduled daily and weekly meetings.
  • All employees are required to actively participate in the LSC Safety Program.
  • Be the forerunner in assuring customer satisfaction by meeting customer’s expectations while containing scope and cost creep.
  • Other duties as assigned.

Payroll Leadership & Administration

  • Manages payroll staff and oversees all payroll processing activities for multiple locations
  • Ensure the accurate and timely processing of regular payroll, bonuses, commissions, incentives, reimbursements, and other compensation-related payments.
  • Establish and maintain payroll policies, procedures, and internal controls.
  • Review payroll data, reconciliations, and approvals prior to final processing.
  • Serve as the primary point of escalation for payroll-related issues.

Compliance & Risk Management

  • Ensure compliance with federal, state, and local wage and hour laws.
  • Oversee payroll tax compliance, reporting, and reconciliation activities.
  • Manage wage garnishments, child support orders, tax levies, and other payroll deductions.
  • Maintain audit-ready payroll records and documentation.
  • Monitor regulatory changes and implement necessary process updates.

Certified Payroll & Government Reporting

  • Oversee the preparation and submission of certified payroll reports.
  • Ensure compliance with prevailing wage requirements and government contract reporting obligations.
  • Coordinate reporting requirements with Operations and Project Management teams.
  • Manage payroll-related reporting associated with contractual, state, or federal requirements.

Compensation

  • Support compensation administration activities including salary adjustments, incentive programs, and compensation analysis.
  • Partner with HR leadership to ensure payroll accuracy related to promotions, transfers, terminations, and compensation changes.
  • Assist in annual compensation planning, budgeting, and workforce planning efforts.
  • Support HR initiatives that improve the employee-owner’s experience.

Systems Reporting & Analytics

  • Serve as administrator and subject matter expert for payroll and HRIS systems.
  • Lead payroll process automation and continuous improvement initiatives.
  • Develop and maintain payroll dashboards and management reports.
  • Analyze payroll trends, labor costs, overtime utilization, and workforce metrics.
  • Support internal and external audits through accurate reporting and documentation.

Leadership & Team Development

  • Supervise and develop payroll personnel, if applicable.
  • Establish performance expectations and provide coaching and ongoing development.
  • Foster a culture of accountability, customer service, accuracy, and continuous improvement.

Qualifications

Required:

  • Minimum of 15 years of progressive payroll experience.
  • Minimum of 3 years of payroll leadership or supervisory experience.
  • Demonstrated experience managing payroll operations in a multi-location environment
  • Extensive experience with certified payroll reporting.
  • Strong knowledge of wage and hour laws and payroll compliance requirements.
  • Advanced proficiency with payroll systems and Microsoft Excel.
  • Strong analytical, organizational, and problem-solving skills.
  • Exceptional attention to detail and commitment to accuracy.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Excellent interpersonal and communication skills.

Preferred:

  • Experience with Paycom.
  • Certified Payroll Professional (CPP) designation.
  • Experience supporting employee-owned (ESOP) organizations.
  • Bachelor’s degree in human resources, Accounting, Business Administration, or related field.
  • Experience supporting compensation and benefits administration.

Education Requirements

  • High School Diploma or GED, with a minimum of 3 years office related experience, OR
  • Associate degree from an accredited college with 2 years working experience, or on the job training may substitute as equivalent
