Looking for a key stakeholder in Global Exonerations and Risk Management! Operation Christmas Child- International (OCC), a project of Samaritan's Purse, is seeking a leader for the Assistant Director, Global Exoneration and Risk Management role in either Boone, NC , or Charlotte, NC. This role leads and drives our global Exoneration and Consignee Compliance oversight process, leveraging expertise in global customs and humanitarian logistics. As the key partner for Exoneration and Consignee Compliance, the role will direct Super Regional leadership on consignee partnerships, institutional duty exemption (exoneration) processes/knowledge base, and global risk mitigation strategies. Ultimately, this role transfers operational field complexity into governance, oversight, and predictive analytics that strengthen and secure the ministry's integrity, compliance, and cost containment within Samaritan's Purse OCC, using proven mitigation strategies and AI. A day in the life of an Assistant Director, Global Exoneration and Risk Management :

In the role of Assistant Director, Global Exoneration and Risk Management, you will have the opportunity to:

  • Maintain your personal relationship with Jesus Christ and be an effective witness for Him
  • Develop and lead overall government relations and exoneration strategy, and sustainability plan by annually assessing consignee vulnerabilities, ministry risk, and financial exposure while bringing stability across 14 Regions and 110+ countries through early detection and mitigation systems
  • Directly lead and provide oversight to the Senior Regional Directors and Regional Directors through the documentation, preparation, execution, and resolution of consignee challenges, to secure exoneration and keep countries open and mitigate Ministry risk
  • Lead Logistics Annual "OK to Ship" process meeting to vet strategy to raise appropriate alerts, as well as determine shipment readiness at appropriate volumes
  • Oversee adequate mapping, analysis, and visibility of global exoneration processes and Duty-free importation strategies; ensuring proper classification, valuation, and documentation for donated cargo; and navigating country-specific NGO import privileges, waivers, and exemptions
  • Develop and oversee exoneration and consignee registration audit and validation process annually, to include pre- and post-business meetings with all consignees to uncover sanctions, restricted goods lists, and regulatory changes to mitigate risk to the OCC ministry
  • Lead the global effort to ensure healthy and duly registered consignees are vetted, verified annually, and maintained for all (global) OCC receiving countries; collaborates with Senior Regional Directors to vet and select new and current consignees
  • Bachelors degree (B.A.) from a four-year College or University; and five (5) to seven (7) years experience in international logistics, customs, and/or freight forwarding, primarily with sea containers; or equivalent combination of education and experience.
  • Experience working with freight forwarders and international customs brokers in a global setting is required
  • Must have extensive experience working with international customs clearance processes and the process to get cargo exonerated from taxes and duties in a global setting
  • Proven track record in reducing container demurrage, port storage, exoneration delays, and import costs
  • Through knowledge of: Harmonized Tariff Systems (HTS), Incoterms, and how these relate to International Shipping documentation for humanitarian cargo
  • Comprehensive understanding of international shipping/air freight, government tax/duty exemptions, customs clearance challenges, and shipment deliveries
  • Ability to lead and influence members of a team, due to direct work in a complex matrix work environment
  • Extensive knowledge of complex government import approval processes. Working knowledge of working with duty exemption frameworks for nonprofits
  • Ability to build, interpret, and apply understanding of key financial indicators to make wise business decisions with significant consequences
  • 12 credit hours of college-level Biblical Studies (required); if not already completed, an opportunity to meet and complete the requirement is available upon hire.
