Job description

Title: Technical Project Manager
Client Name : Texas Rail Road Commissions
Location : Austin, TX (Remote)
Duration : Long Term Contract
The Candidate will lead cross-functional teams through the execution of complex technical Reports and Extracts-related projects, including those primarily from the Mainframe Transformation initiative. We're seeking a Technical Project Manager with deep experience delivering enterprise reporting and analytics solutions. In this role, you will lead cross-functional teams through the full project lifecycle-requirements gathering, design, development, testing, and deployment of dashboards, ETL pipelines, and reporting platforms (e.g., Power BI, SSRS). You'll partner closely with business stakeholders, data engineers, and QA to translate reporting needs into scalable technical solutions, ensuring on-time delivery and data quality.
The Candidate will be responsible for delivering multiple Reports and Extracts-related projects on schedule and within approved scope by applying project management best practices, ensuring scope alignment, managing stakeholder expectations, and tracking project risks and issues. The ideal candidate will have technical acumen to understand architecture and integration efforts from multiple database technologies and provide oversight across SDLC phases of report and extract development using Waterfall, Agile, and Hybrid methodologies.
Key Responsibilities
    • Project Planning & Execution
      • Develop and maintain detailed project plans, schedules, and resource allocations for reporting initiatives.
      • Define clear milestones: requirements sign-off, data mapping, ETL or ELT build, report development, quality testing, and production cutover.

    • Requirements & Stakeholder Management
      • Facilitate workshops with business units to elicit reporting requirements and KPI definitions.
      • Document functional specifications, data mapping for source and target, data dictionaries, including data quality and data integrity within the acceptance criteria; manage change control when scope shifts.
      • Engage with cross-functional teams, including quality, to ensure alignment of requirements and DW, DL, and ODS systems design.
      • Develop a deep understanding of the RRC DW, DL, and ODS systems processes and operational challenges.
      • Experience initiating and completing business intelligence (BI) reports and dashboards, data warehousing and/or analytical projects with minimal guidance
      • Simplify complex issues and deliver clear and concise information to all level of technical and business users within RRC.
      • Negotiate with business users to define project scope for development and deployment of new reports and extracts, from the pre-determined mainframe reports and extract scope. Schedule and deliverables must follow a strict path as it must be coordinated with other efforts. The estimation of technical efforts and identification of risks must be known and tracked for each effort.
      • Foster and maintain strong relationships with business users and IT Technical staff.
    • Technical Oversight
      • Coordinate with data architects and engineers on ETL design (IDMC, SQL, SSIS, SSRS, Azure Data Factory, Mulesoft, GoAnywhere, and the Scheduling Tool) and data modeling (snowflake/star schemas, Slowly Changing Dimensions, Normalizations, cubes, dashboards, etc.).
      • Oversee report/dashboard development in Power BI, and possibly SSRS, ensuring performance tuning and security (row-level).
      • Experience in Enterprise Datawarehouse, Data Lake, Datamart, ODS, Normalization, VSAM files.
      • Work with stakeholders to build and lead a high-quality BI and Data Warehousing team, designing it to scale
      • Manage data warehouse plans, drive data quality, and ensure operational efficiency is maintained when new reports are developed
      • Drive efficiency and speed, project management leadership, and a vision for how BI can proactively improve
      • Single Point of Contact (SPOC) for Cross functional interface for Data collection and Analysis critical for moving Reports and Extract off of the RRC mainframe
      • Design, build, and launch new BI reports and pipelines in production; Deliver high-impact dashboards and data visualizations
      • Responsible for ensuring all department and RRC driven Reporting requirements are completed within SLA, while identifying any improvements in the data governance and report-related processes in place
      • Work with large and complex data sets to solve a wide array of challenging problems
      • Experience with data querying languages (e.g. SQL), ETL Tools (IDMC), Reporting Tools (PowerBI, OBIEE) and development experience in at least one object-oriented language (Python, Java, etc.)
    • Quality Assurance & Deployment
      • Establish test plans for data accuracy, performance, and user acceptance.
      • Manage release pipelines using CI/CD (e.g., Azure DevOps), coordinate cutover, and PM support hypercare for 30 days post go-live.
    • Risk & Issue Management
      • Identify project risks (data latency, source system changes, user training) and drive mitigation strategies.
      • Provide regular status updates and escalations to leadership and governance forums.
    • Continuous Improvement
      • Develop best-practices playbooks for reporting governance, version control, and documentation.
      • Facilitate post-project retrospectives to capture lessons learned and optimize future delivery.
