Job description

Mainframe Solutions is recruiting a Project Manager to support municipal infrastructure projects throughout the Houston area. This is an opportunity to join a growing civil contractor delivering concrete, underground utility, roadway, and public works projects that directly impact local communities and regional development.
We are seeking a construction professional with experience managing heavy civil projects, coordinating field operations, and driving successful project execution from award through completion. The ideal candidate brings a background in municipal construction with experience overseeing concrete, paving, and utility scopes across active job sites.

Role Overview
This position is focused on project management and field execution, overseeing municipal construction projects from planning through closeout. You will be responsible for maintaining schedules, coordinating resources, supporting field teams, and ensuring projects remain on track regarding budget, quality, and client expectations.
While the primary focus is project delivery, the role will also provide support during preconstruction activities, assisting with bid reviews, scope evaluations, and cost planning when needed.
Projects are primarily located throughout Houston and the surrounding region, including City of Houston and Harris County work.
Project Scope
  • Concrete paving, curbs, sidewalks, and flatwork
  • Underground utility installation including water, sewer, and storm systems
  • Roadway construction and finishing
  • Municipal infrastructure and public works projects
  • Site development and drainage improvements
Key Responsibilities
  • Manage the day-to-day execution of municipal construction projects from start to finish.
  • Oversee concrete, utility, paving, and roadway scopes across multiple active projects.
  • Coordinate with superintendents, subcontractors, inspectors, engineers, and project stakeholders.
  • Monitor project schedules, budgets, production goals, and overall performance.
  • Conduct regular site visits to evaluate progress, quality, and safety compliance.
  • Ensure compliance with OSHA requirements, municipal specifications, and applicable construction standards.
  • Manage project documentation, including RFIs, submittals, change orders, reports, and contract administration.
  • Maintain strong communication with owners, engineers, municipalities, and internal teams.
  • Support estimating and preconstruction activities as needed, including bid review and scope validation.
Qualifications
  • Five or more years of experience in construction project management.
  • Background in heavy civil construction, concrete paving, underground utilities, or roadway construction.
  • Experience managing municipal, public works, or infrastructure projects.
  • Ability to lead multiple projects and coordinate field operations effectively.
  • Strong leadership, communication, organization, and problem-solving skills.
  • Ability to work collaboratively with field personnel, subcontractors, engineers, and clients.
Preferred Experience
  • Direct experience with City of Houston, Harris County, or similar municipal projects.
  • Roadway construction and finishing experience.
