Pantheon Data (a Kenific Holding company) is a private, small business based in the Washington, DC, area. Pantheon Data was founded in 2011, initially providing acquisition and supply chain management services to the US Coast Guard. Our service offerings have grown in the past ten years, including infrastructure resiliency, contact center operations, information technology, software engineering, program management, strategic communications, engineering, and cybersecurity. We have also grown our customer base to include commercial clients. The company has used this experience to expand our service offerings to other agencies within the Department of Homeland Security (DHS), the Department of Defense (DoD), and other Federal Civilian Agencies.
Position Overview
Pantheon-Data is a digital modernization, data, and cloud solutions provider delivering mission-critical capabilities to federal agencies. We help our government customers migrate and modernize legacy systems into secure, scalable cloud environments. This position supports a major Department of the Navy enterprise modernization effort.
The AWS Cloud Implementation & Migration Program Manager owns the modernization and migration of mission-critical legacy systems off aging on-premises infrastructure and onto modern AWS-hosted environments. This is both a migration and a modernization effort and a hands-on technical leadership role: the successful candidate leads a delivery team, owns the migration roadmap and cutover planning, and is accountable for moving production systems with minimal disruption into accredited AWS GovCloud enclaves.
Responsibilities
  • Own the migration and modernization roadmap for the targeted legacy systems and adjacent platforms - including assessment, disposition (the 6R framework: rehost, replatform, refactor, repurchase, retire, retain), and sequencing.
  • Lead application and database modernization off legacy stacks (e.g., On Prem CMS, legacy RDBMS) onto modern AWS-hosted services, using replatforming/refactoring patterns such as the strangler-fig approach where appropriate.
  • Plan and execute data migration with strong integrity controls and minimal/zero-downtime cutover strategies for systems that cannot tolerate extended outages.
  • Deploy and operate target environments in AWS GovCloud IL4/IL5 enclaves, owning the RMF/ATO path for migrated systems.
  • Lead a working delivery team using standard, repeatable migration practice; manage backlog, schedule, and risk.
  • Coordinate closely with the Deployment Program Manager so migrated systems integrate cleanly with the enterprise decision support and data layer rather than recreating data silos.
  • Establish landing-zone, IaC, and CI/CD practices (Terraform/CloudFormation) for consistent, repeatable, auditable deployments.

Required Skills and Experience
  • Bachelor's degree in related field
  • 8+ years delivering enterprise IT, with 4+ years leading cloud migration/modernization programs
  • Must have experience managing geographically dispersed, remote work, teams
  • Demonstrated ownership of at least one large legacy-to-AWS migration that included real modernization (not lift-and-shift only)
  • Hands-on experience with legacy modernization: mainframe or aging RDBMS, including database migration tooling (e.g., AWS DMS/SCT) and application replatforming/refactoring patterns
  • Strong AWS implementation background: landing zones, networking, IaC (Terraform/CloudFormation), containerization (EKS/ECS), and CI/CD
  • Practical cutover/runbook discipline for production systems, including rollback and zero-downtime strategies
  • AWS GovCloud experience and working knowledge of IL4/IL5, RMF/ATO, NIST SP 800-53 Rev 5, FedRAMP, and DISA STIGs
  • Ability to work effectively remotely in cross-functional teams
  • Ability to meet deadlines and produce quality work
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint

Preferred Skills and Experience
  • Experience with AWS Migration/Modernization (refactor/replatform) tooling.
  • FinOps / cost-governance awareness for sustained GovCloud operations.
  • Relevant certifications (AWS Solutions Architect Associate, CompTia Security+).

Work Location: Work location is on-site with the client in Arlington, Virginia and Washington, DC, with 25% travel to other military installations.

Compensation
The salary range for this position is $150,000 - $225,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
