Job description

Position Overview
We are seeking an experienced Mainframe/Data Conversion Developer to support the SAMII to MOVERS Database Conversion Project. The selected resource will be responsible for converting financial, HR, and payroll-related data from the legacy Missouri SAMII DB2 environment into the MOVERS Oracle database based on data mapping templates and conversion requirements provided by the MOVERS project team and Subject Matter Experts (SMEs).
The ideal candidate will have extensive experience with JCL, COBOL, DB2 z/OS, SQL, data conversion, and Quality Assurance testing, preferably within a state government financial, HR, or payroll ERP environment.
This position requires strong technical analysis skills, attention to data quality and nuances, and the ability to work effectively with both technical teams and business stakeholders.
Required Experience and Qualifications
Candidates must have experience working with financial, HR, and payroll ERP systems at a state government or equivalent organizational level.
Technical Experience
Minimum 7+ years of experience with the following:
  • JCL (Job Control Language)
  • DB2 for z/OS, including database performance knowledge and optimization
  • SQL
  • COBOL

Minimum 5+ years of experience in:
  • Quality Assurance Testing
  • Data validation and reconciliation
  • Testing complex data conversion or migration processes

Required Skills
The successful candidate must demonstrate:
  • Experience working with complex and ambiguous technical and business scenarios
  • Strong ability to analyze and resolve data conversion issues
  • Experience communicating effectively with business partners, SMEs, developers, testers, and project stakeholders

Key Responsibilities
The selected resource will:
  • Convert DB2 data from the Missouri SAMII system to MOVERS Oracle requirements.
  • Perform data conversion activities according to mapping templates and specifications provided by MOVERS project team SMEs.
  • Analyze existing SAMII DB2 data structures, business rules, and data relationships.
  • Develop and maintain COBOL, JCL, SQL, and DB2-based programs/processes required to extract, transform, validate, and prepare data for conversion.
  • Review source-to-target mapping documents and translate business requirements into technical conversion logic.
  • Identify data anomalies, exceptions, inconsistencies, and other nuances that could impact conversion.
  • Collaborate with MOVERS project SMEs and business partners to clarify mapping requirements and resolve data-related questions.
  • Perform data reconciliation and validation to ensure converted data is complete, accurate, and aligned with MOVERS Oracle requirements.
  • Conduct and support Quality Assurance testing of conversion processes and converted data.
  • Troubleshoot conversion failures, data discrepancies, performance issues, and technical defects.
  • Optimize DB2 queries and conversion processes when necessary to support performance requirements.
  • Participate in conversion testing cycles, defect resolution, and production conversion activities.
  • Maintain clear technical documentation for conversion programs, mappings, testing results, issues, and resolutions.

JIRA and Documentation Requirements
JIRA will be used to manage tasks, issues, defects, and project assignments.
The resource will be responsible for:
  • Reviewing and completing assigned tasks through JIRA
  • Entering and tracking issues within JIRA
  • Providing timely status updates for assigned work
  • Documenting technical analysis, changes, testing activities, and resolutions
  • Recording all implemented changes as comments within the applicable JIRA ticket for each assigned task
  • Working with project team members to resolve JIRA issues and defects through completion

Ideal Candidate Profile
The ideal candidate is a senior-level mainframe and database professional who has supported complex ERP environments involving financial, accounting, HR, and payroll data. The candidate should be comfortable working with legacy mainframe systems while supporting a large-scale migration to a modern Oracle-based application.
Prior experience with Missouri SAMII and familiarity with its financial and payroll data structures would be a significant advantage.
