Job description

Amyx is seeking to hire a Business/Financial Analyst for the Defense Threat Reduction Agency (DTRA) Global Threat Reduction (GTR) Advisory and Assistance Services (A&AS) subcontract in the Lorton, VA area. This position will support the INDO-PACOM Department. The Department of War (DoW) works cooperatively with allies and partners to reduce or eliminate weapons of mass destruction (WMD) threats.

The cooperative nature of the DoW's activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners. Provides overall Planning, Programming, Budget Execution (PPBE) support to the GTR Directorate, Financial Team. Assists government with the programming, planning, and execution of the GTR fiscal portfolio throughout the PPBE cycle.

Primary emphasis will be on budget execution. Assist with the development and review of the Program Objective Memorandum (POM) IAW DTRAs support of the National Defense Strategy. Responsibilities * Track acquisition project-essential data to include current spend plans, project funding, budget, and obligation plans; contract burn rates, and assist in the crafting of related materials for projects, contracts, orders, assistance instruments and interagency agreements * Provide support to program financial planning and analyses, tracking of commitments, obligations and disbursements * Assist with the development of the POM and all supporting exhibits, tables and briefings * Provide budget execution analysis to include review, analysis, and reconciliation of Unliquidated Obligations (ULO) * Provide advice of defending budget justifications, budget cut drills, prioritization models and theory, re-notifications and reprogramming actions * Provide support to budget formulation and development, build current year Lines of Accounting (LoA)/Work Break Down Structure (WBS), tracking of un-resourced requirements, cost benefit analyses, and Earned Value Management System (EVMS) reporting analyses * Maintain financial data in the Program Budget Management Tool (PBMT), Defense Agencies Initiative ERP System (DAI) and the Joint Integrated CBRN Analytic Platform (JICAP) System, reconcile the different systems to maintain data integrity * Provide financial assistance with cost estimating to include Independent Government Cost Estimates (IGCEs) & Rough Order of Magnitude estimates (ROMs), proposal cost/price analysis * Provide on-demand, custom reporting to enable GTR leadership to make effective decisions regarding the financial health of the organization * Assist with any Financial Improvement and Audit Readiness (FIAR) initiatives, taskings and inquiries.

Qualifications * SECRET Clearance * Bachelor's Degree in finance, accounting or business, Master's Degree in Business or Finance for Senior or SME levels * 3-5 years' experience in DoD PPBE specifically budget execution and tracking of commitments, obligations and disbursements * Experience in financially supporting a MACOM or Defense Agency * Working knowledge of a DoD financial systems of record; Defense Agency Initiative (DAI), Joint Integrated CBRN Analytic Platform (JICAP) * Knowledge of DOD Financial Management Regulation 7000.14-R * Experience with DoD acquisition, contracts, or cost estimating Desired Skills and Qualifications: * Acquisitions experience * Certified Defense Financial Manager Acquisition (CDFM-A) * Ability to cope with frequent changes in priorities, as well as interruptions throughout the day * Prior experience at DTRA, or within the CTR Program, or similar CWMD related work at a MACOM of military branch.
