About the role

DysTech is seeking an experienced Site Security Manager (SSM) to support a government ID card facility operating under the RAPIDS/DEERS program. The SSM serves as the on-site subject matter expert for all CAC and USID card functions, leads site security operations, and ensures full compliance with DoD identity and credentialing policy. This role requires hands-on technical expertise, strong supervisory skills, and the ability to operate with minimal oversight in a mission-critical environment.

Key responsibilities
  • Manage all RAPIDS workstation operations, including hardware installation, configuration, troubleshooting, and maintenance in accordance with DMDC standards
  • Serve as site SME for DEERS and ID card policy; monitor VOIS daily for Messages of the Day, policy updates, and DMDC newsletters
  • Perform user administration in Security Online — adding, modifying, and deactivating Verifying Officials (VOs); assigning IO, VO, and LRA roles
  • Manage cardstock and consumables lifecycle: receiving, registering, and tracking inventory in the Inventory Logistics Portal (ILP); ordering out-of-cycle shipments as needed
  • Run and review RAPIDS audit and activity reports daily, weekly, monthly, and quarterly using Statistical Analysis Software (SAS)
  • Return all CAC/USID cards to DMDC per Privacy Act requirements; maintain 100% cardstock accountability
  • Ensure site security controls, including workstation physical security, CAC/PIN safeguarding, and cardstock storage in locked facilities
  • Train and supervise site VOs; ensure all users maintain current RAPIDS certifications and sign required DD Forms (2841, 2842)
  • Maintain and exercise the site Continuity of Operations Plan (COOP) using the RAPIDS COOP template
  • Coordinate all RAPIDS equipment relocations through the Army Project Office (APO) and DMDC; maintain DD Form 1149 hardware accountability records
  • Perform RAPIDS security overrides for document and fingerprint exceptions
  • Contact DMDC and/or APO for elevated DEERS and ID card issues requiring escalation
Required qualifications
  • Minimum two (2) years of specialized experience performing CAC and USID card functions in a RAPIDS environment
  • Demonstrated ability to perform all duties of a Verifying Official (VO)
  • Experience leading and supervising contract staff in a government or military setting
  • Working knowledge of DoD identity management policy, including DoDI 1000.13 and DoDM 1000.13 v1/v2
  • Familiarity with RAPIDS tools: Security Online, ILP, SAS, VOIS, and the RAPIDS Configuration Tool
Preferred qualifications
  • Current RAPIDS SSM certification
  • Prior experience at a high-volume CAC Central Issuance Facility (CACCIRS site)
  • Active Secret clearance or eligibility to obtain one
