Client Solution Architects (CSA) is currently seeking an Operations Manager onsite in Arlington, VA.


CSA is seeking an Operations Manager IV to support US Navy Program Executive Office Manpower, Logistics, and Business Solutions (PEO MLB) at Naval Support Facility Arlington, VA. The Operations Manager IV will provide senior-level operational, programmatic, and technical coordination support to the Associate Program Manager (APM) for the Authoritative Data Environment (ADE), the Navy's enterprise data integration, analytics, and API services platform mandated under DoDI 8320.02 and 8320.07.


ADE consolidates MyNavyHR data into a secure, cloud-based Infrastructure as a Service (IaaS) environment, enabling a Single Source of Truth (SSOT), enterprise analytics, DevSecOps pipelines, and API-driven data exchange across MyNavyHR systems. The Operations Manager IV ensures the program's operational rhythm, governance, documentation, and stakeholder coordination remain aligned with ADE's mission to deliver authoritative, validated, and accessible data to sailors, business users, and Navy systems.

How Your Role Will Make an Impact:

  • Provides APM support through meeting preparation, brief preparation, managing external and internal resources. 
  • Participates in development of Technical Direct Letter and addressing other programmatic needs of the APM.  
  • Manage and administer the ADE SharePoint environment, including permissions, access, content organization, and document lifecycle management. 
  • Maintain situational awareness of ADE's multi-zone AWS GovCloud IL4 environment, including Dev/Test, Production, Management, Integration Test, Pre-Production, and Container/Virtualization layers.
  • Facilitate collaboration between stakeholders. 

Requirements

What You Will Need to Join Our Award-Winning Team:

  • Clearance: Must possess and maintain a Final Secret Clearance.
  • Required Education: Bachelor's degree in business administration, operations research, engineering, computer science, information systems, or equivalent.
  • 15+ years professional experience in Program/Project Management.

What Sets You Apart: 

  • Project Management Professional (PMP) certification.
  • Experience with Jira, Fusion, or similar workflow/portfolio management tools.
  • Familiarity with cloud environments (preferably AWS GovCloud IL4), DevSecOps pipelines, API management, and enterprise data governance frameworks.
  • Experience supporting Navy, DoD, or federal IT programs, particularly in data integration or enterprise services environments.
