Job description

Job Overview

The Logistics Manager serves as the senior leader responsible for planning, directing, and coordinating all logistics operations supporting Hillsborough County Fire Rescue (HCFR). This role ensures the efficient delivery of missioncritical services including supply chain management, fleet and equipment coordination, facilities support, safety programs, and disasterresponse logistics.

The Logistics Manager provides strategic leadership, develops longrange logistics capabilities, and ensures readiness for daily operations, major incidents, and countywide emergencies. This position integrates closely with HCFR leadership, external agencies, and regional partners to maintain operational continuity and compliance with local, state, and federal regulations.

The ideal candidate will possess a combination of education, technical expertise, and progressive leadership experience in logistics, emergency services, or a related operational environment. Preferred qualifications include: 

  • Bachelor's Degree in Business Administration, Logistics, Supply Chain Management, Emergency Management, or a related field.
  • Forklift or industrial equipment operator certification, when applicable to the assigned duties.
  • Progressive experience managing large-scale inventories, high-volume work order systems, or emergency response logistics.
  • Demonstrated experience leading logistics operations, managing resources, and coordinating complex, time-sensitive activities. 
  • Experience working in Fire Rescue, emergency management, public safety, municipal operations, or a comparable environment is highly desirable.

Duties and Responsibilities

  • Provide executivelevel oversight of logistics operations, ensuring alignment with department goals and County policies.
  • Lead and supervise logistics personnel, including managers, coordinators, technicians, and administrative staff.
  • Oversee procurement, warehousing, inventory management, and distribution of critical supply items, consistent with responsibilities noted for logistics leadership positions.  
  • Maintain and enhance property management systems, including accountability for vehicles, capital equipment, and records management programs.
  • This position is a member of the Fire Department's Command Staff that responds to major fires and rescue operations, assumes an on-scene command role within the incident command system, and provides on-scene supervision of firefighters and paramedics.
  • Manage logistical coordination during activations, including resource staging, supply movement, and infrastructure support.
  • Lead internal department safety initiatives including training, hazard assessments, and budget planning for compliance requirements. 
  • Develop logistics strategy supporting HCFR's longterm mission, workforce sustainability, and servicedelivery effectiveness.
  • Identify workforce, inventory, and fiscal challenges; provide solutions and implement improvements.
  • Apply performance measures, operational analytics, and processimprovement methodologies to enhance efficiency.

Work Conditions and Physical Effort

This position primarily operates in an office and logistics/warehouse environment but may require regular visits to Fire Rescue stations, facilities, fleet locations, and emergency scenes. The position may require work outside normal business hours, including nights, weekends, holidays, and during emergencies, disasters, severe weather, or other critical incidents.

The position may require occasional lifting, carrying, moving, or inspecting equipment and supplies and working in environments where exposure to heat, smoke, hazardous materials, weather conditions, or other emergency-service hazards may occur.

Heavy Work - Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Minimum Qualifications

  • Associate degree from an accredited college or university in a related field, combined with extensive progressively responsible logistics leadership and management experience.; AND
  • Minimum 5-7 years of supervisory experience (Fire Company Officer or higher) in logistics, emergencymanagement logistics, supplychain operations, or comparable publicsafety environments; AND
  • Valid Florida Driver's License; AND
  • Firefighter Certification and Emergency Medical Technician (Paramedic Preferred); AND
  • Additional FEMA ICS certifications (ICS 100/200/300/400, NIMS) required within six months of hire.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

Formal Education: Four-year college degree in Business Administration, Public Administration or related field.
 

Work Experience: Six years of experience in planning and executing a logistics operation. Five years of which must have been at a supervisory/management level.
 

  • Manages the department's inventory management (assets valued at over $1M) and purchasing functions - This function is responsible for procuring, warehousing, and distributing over 900-line items of carpentry, electrical, HVAC, plumbing, and janitorial supplies.
  • Manages the BOCC's records management functions. This function is responsible for the proper maintenance of over 32,000 boxes of records and ensures that the State of Florida Public Records laws are met or exceeded.
  • Manages the County's Surplus Warehouse - This function is responsible for warehousing and distributing over 11,000-line items of surplus supplies and equipment and oversees the moving contract.
  • Serves as Department liaison with Fleet for all vehicle replacements and repairs. Works with fleet personnel and utilizes Dashboard information from M5 and VARA to conduct comprehensive analyses for the proper utilization of the
    department's vehicles.
  • Manages the department's Continuity of Operation Plan (COOP). Works with Emergency Management, IIO, and other departments to ensure host site facilities and systems are capable of supporting relocated personnel to ensure continued services during building evacuations.
  • Manages the internal department safety activities, including but not limited to training, performing needs analysis and ensuring all specific safety requirements are properly budgeted for, approved and executed to meet standards. Performs
    CPR training as required.
  • Works with the City of Tampa Fire Rescue Department to ensure that all downtown county facilities meet all Federal, State, and Local guidelines. Manages the County Center fire evacuation procedures and ensures that all Fire Wardens are identified and trained.                                                                                                                                                          
  • Department representative for the Emergency Support Force (ESF) III team. Ensures that Disaster Assessment Teams (DAT) are identified and equipped in preparation for hurricanes and other natural disasters. Ensures that the Department's EVERBRIDGE and Emergency Response Program are current.
  • Manages the County's Fire Inspection program. Works with HCFR to ensure that over 400 County facilities fire inspection discrepancies are corrected in a timely
    manner.
