Job Title: GFE Property Manager, Senior Job Category: Logistics Time Type: Full time Minimum Clearance Required to Start: Secret Employee Type: Regular Percentage of Travel Required: Up to 25% Type of Travel: Outside Continental US * * * The Opportunity: CACI is seeking an experienced GFE Property Manager, Senior to support Government Furnished Equipment (GFE) and Government Furnished Property (GFP) accountability operations across the Indo-Pacific. The GFE Property Manager, Senior serves as CACI's Government Property M1 manager responsible for leading personnel and directing Government property management activities supporting logistics, facilities, mission support, training, and operational requirements. Reporting directly to the Property Management Lead, this position manages assigned property personnel, establishes work priorities, allocates resources, and ensures Government property is managed throughout its lifecycle in compliance with Federal regulations, contractual requirements, Department of Defense property accountability standards, and industry best practices.
The GFE Property Manager, Senior provides day-to-day management of property staff across geographically dispersed operations, including staffing, workload distribution, performance management, training and development, delegation, quality control, and accountability for team execution. The manager works closely with Government Property Administrators, Contracting Officer Representatives (CORs), logistics personnel, warehouse managers, procurement specialists, maintenance personnel, subcontractors, finance personnel, and mission partners to maintain accurate accountability, reduce property risk, sustain audit readiness, and ensure effective stewardship of Government assets. Responsibilities: Manage and directly supervise assigned Government property personnel supporting GFE/GFP accountability across multiple program locations.
Establish team priorities, assign and delegate work, balance workloads, and monitor execution to ensure property requirements are completed accurately and on schedule. Manage staffing, coverage, and resource allocation for property operations, identifying workforce gaps and coordinating surge or cross-site support as required. Conduct performance management activities for assigned personnel, including goal setting, feedback, coaching, performance evaluations, recognition, and corrective actions in coordination with program leadership.
Lead training, mentoring, and professional development of property personnel; identify skill gaps and ensure completion of required Government, contractual, and corporate training. Plan, direct, and oversee the complete lifecycle of Government property, including receipt, accountability, storage, issuance, transfer, inventory, maintenance coordination, reutilization, and disposition. Establish and enforce standardized property management procedures, internal controls, and quality standards supporting program-wide accountability and consistent cross-site execution.
Oversee physical, cyclic, and wall-to-wall inventories; assign inventory responsibilities and ensure timely reconciliation and corrective action for discrepancies. Maintain management oversight of property accountability records, hand receipts, custody documentation, and asset management databases, ensuring accuracy and timely updates by assigned personnel. Coordinate property transfers among Government organizations, subcontractors, and operational locations and ensure required approvals and documentation are completed.
Direct preparation for Government property audits, DCMA reviews, customer inspections, and internal compliance assessments; assign actions, track findings, and manage corrective actions through closure. Manage investigations and resolution of lost, damaged, destroyed, or stolen (LDD&S) Government property incidents in accordance with established procedures. Develop and monitor property accountability metrics, workload status, inventory accuracy, audit readiness, and compliance trends; brief Government and program leadership on performance and risk.
Coordinate with logistics, procurement, finance, warehouse, maintenance, supply, and subcontractor personnel to ensure integrated property management and effective resource support. Ensure team compliance with FAR Part 45, applicable DFARS property requirements, company policies, contractual requirements, and DCMA Property Management System Analysis (PMSA) expectations. Develop and maintain property management plans, standard operating procedures, training materials, audit documentation, and management controls supporting consistent execution.
Provide cross-site management and leadership to geographically dispersed property personnel, ensuring consistent processes, communication, workload alignment, and accountability. Hold assigned personnel accountable for quality, timeliness, customer support, regulatory compliance, and completion of property management actions. Identify and implement continuous process improvements that enhance asset visibility, audit readiness, workforce effectiveness, and lifecycle management of Government property.
Qualifications: Required: Minimum 8 years of experience supporting Government property management, asset accountability, logistics, supply management, or property administration for Government or Department of Defense programs. Experience supporting Department of Defense, Joint, Combatant Command, Service Component, or Special Operations organizations is preferred. Experience managing Government Furnished Equipment (GFE), Government Furnished Property (GFP), Contractor Acquired Property (CAP), or accountable Government assets across multiple locations.
Experience leading inventories, property accountability programs, audit preparation, and Government property compliance activities. Working knowledge of Federal property regulations, FAR Part 45, DFARS 252.245, DCMA Government Property Management System Analysis (PMSA) requirements, and Government property lifecycle management. Demonstrated ability to lead property management operations, resolve accountability issues, and brief Government and program leadership on property status, compliance, and audit readiness
Desired Bachelor's Degree in Logistics, Supply Chain Management, Business Administration, Property Management, Operations Management, or a related field. Experience utilizing property accountability systems such as DPAS, GCSS-Army, DPSS, Navy ERP, Air Force ILS-S, AssetSmart, Maximo, SAP, Deltek Costpoint, Microsoft Dynamics, or equivalent Government property management systems. Professional certifications such as Certified Professional Property Administrator (CPPA), Certified Professional Property Specialist (CPPS), National Property Management Association (NPMA) certifications, Certified Professional Logistician (CPL), or equivalent property management certifications are preferred.
Experience supporting geographically dispersed Government programs involving OCONUS logistics, contingency operations, or Special Operations Forces is highly desirable. Experience supporting Government property management programs subject to DCMA Property Management System Analysis (PMSA), Government audits, and contract compliance reviews is highly desirable. Experience implementing enterprise property accountability processes that improve asset visibility, audit readiness, and lifecycle management is highly desirable.
