Job description

Oversee the day-to-day operations, strategic planning, communication with stakeholders, and performance of the on-street (meters, loading zones, residential areas, LBR), and off-street (garages and surface lots) resort area parking enforcement program. Ensures compliance with parking regulations, coordinates enforcement activities, assists with event management, and optimizes parking resources to promote safety, accessibility, and efficient use of public parking spaces. Ensures efficiency through effective training programs and high-level operations management, driving organizational success and productivity. Creates a positive image of the City of Virginia Beach by demonstrating a high degree of professionalism.

Duties and Responsibilities:

  • Oversee the enforcement of parking regulations for both on-street and off-street parking operations.
  • Oversee policies, procedures, and schedules to ensure effective parking enforcement operations.
  • Monitors citations and enforcement activities to maintain compliance with legal standards and organizational goals.
  • Collaborate with stakeholders to refine parking policies and address concerns.
  • Analyzes data related to parking usage, violations, and enforcement trends to improve operations.
  • Implements and Track KPI performance in Operations.
  • Responds to public inquiries, complaints, and appeals related to parking enforcement.
  • Uses data-driven insights to enhance operational efficiency and improve parking compliance.
  • Evaluates and recommends upgrades to parking enforcement technology.
  • Develops and implements procedures to streamline parking operations, improve facility utilization, and maintain cleanliness and safety
  • Addresses employee concerns and maintains a positive, productive work environment.
  • Oversee the training of staff on parking policies, daily duties, violation codes and creating citations.
  • Prepares and analyzes activity reports for admin.
  • Maintains and keeps vehicles in good working order.
  • Oversees body cam and Samsara audits to ensure staff are providing great customer service, options and rates for customers
  • Demonstrates professional communication skills with management, staff, vendors, and guests
  • Delegates tasks to on-street/off-street managers.
  • General knowledge of PARCS equipment in garage facilities.
  • Maintain a basic understanding and the ability to troubleshoot Genetec LPR equipment and software, Samsara cams, and body cams.
  • Create a positive work environment that boosts staff morale.
  • Delegate coordination of reoccurring training workshops for Operational staff
  • Collaborate with Upper Management to establish effective job recruiting platforms in the community (including Job Fairs)
  • Manage incident and claim reporting and processing.
  • Ensure operations adhere to policies and procedures.
  • Manages operation memos and other operation documents.
  • Uses Microsoft Word, Excel, Access, and PowerPoint applications.
  • Uses Google Mail and Calendar applications.
  • Participation in Local and National Parking Organizations (PAV, IPMI)
  • Motivated to grow as a Parking Professional
  • Knowledgeable of parking options, rules, and ordinances
