***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP***
This position is located in the United States Property & Fiscal Office (USPFO) Supply & Services Division, Ammunition Supply Point (ASP). This is an Army National Guard (ARNG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The purpose of this position is to supervise subordinates, either directly or through subordinate leaders in accomplishing ammunition and explosive operations. Serves as the technical, administrative, and field supervisor, exercising full supervisory responsibility over operations of work crews performing surveillance inspection in an ASP activity during the receipt, storage, shipment, maintenance, modification, and demilitarization. The occupation and non supervisory grade level that best reflect the nature of the overall work operations supervised is Ammunition Inspector, WG-6501-09.
Planning: Assigns, directs, and supervises the work of personnel executing ammunition inspections, explosive handling, and transportation operations. The supervisor plans the use of personnel, equipment, facilities and material on a daily, week-to-week and/or month-to-month basis.
Work Direction: Investigates, documents, and reports work-related problems, incidents, and accidents, determines causes, and implements corrective actions within delegated authority to resolve work problems such as safety hazards, equipment deficiencies, and/or problems resulting in low productivity. Continuously reviews operations in order to maximize efficiency and effectiveness, with special emphasis on safety, security, and environmental concerns. As necessary, suggests solutions and or implements corrective actions to resolve related problems in work operations directed by other supervisors.
Administration: Develops performance standards, counsels' employees on performance, and completes interim performance and finalize formal and informal performance appraisals. Initiates recommendations for promotions or reassignment of subordinates, as well as performance awards.

• This is an excepted service position that requires membership in a compatible military assignment in the Michigan Army National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Applicants who are not currently a member of the Michigan Army National Guard must be eligible for immediate membership and employment in the Michigan Army National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a trial period
• Participation in direct deposit is mandatory
• Must have a valid civilian driver's license.
• Incumbent must be cleared IAW requirements of AR 190-11 (Physical Security of Arms, Ammunition, and Explosives) and must pass a local and national law enforcement files check.
• Incumbent must meet the requirements of DA PAM 385-64, other applicable regulations, as well as validation by the ammunition and explosives safety certification board.
• Must complete a Training and Certification Program for personnel working in ammunition operations.
• Must perform TDY in conjunction with duties.
• Must be able to obtain and maintain a Secret security clearance.
• Position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition
• Must be certified in Hazardous Waste Site Personnel (29 CFR1910.120).
• Physical required.

MILITARY GRADE: E7-O3
Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position to ensure to avoid grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.
GENERAL EXPERIENCE:
Experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards.
SPECIALIZED EXPERIENCE: 36 months
Experience or training leading to current and comprehensive knowledge of DoD/USAF regulations, programs and procedures concerning conventional, biological, chemical, improvised and nuclear ordnance to include weapons of mass destruction, and a broad knowledge of the latest trends and technological improvements to these systems and devices. Knowledge and skills of the journey level as well as those required for planning, accomplishing, and maintaining a functional program for the flight. Knowledge of Federal, Department of Defense, and Department of Transportation laws and regulations regarding environmental matters, to include the Munitions Rule, Range Rule, and Resource Conservation and Recovery Act. Broad and comprehensive knowledge of United States military and foreign munitions to dispose of, or render safe, the munitions; ability to interpret blueprints, wiring diagrams, color codes, etc., and to use and interpret digital meters, distortion analyzers, and mock-up facilities. Ability to apply a wide range of analytical and evaluative techniques with regard to EOD mission requirements. Skill in communicating effectively both orally and in writing and ability to plan, organize and direct team study work. Thorough knowledge of the procedures, plans, and processes involved in mobility, contingency and exercise support. Ability to diagnose problems and determine corrective actions and procedures for complex situations. Ability to apply experience and judgment to devise the best possible solution to the situation. Ability to react effectively under extreme pressure to a number of situations at any given time while influencing or motivating individuals or groups who may be frightened, anxious, and confused; acute situational awareness of surroundings, resources, options, and cause and effect of actions performed and the ability to choreograph federal, state, and local response elements into a cooperative command system. Must be proficient in the operation and maintenance of numerous weapons and tactics to include: M-9 Baretta, M-16 automatic rifle, M82A1 Barret .50 caliber sniper rifle, specialized shape charges and explosive techniques, Base Recovery After Attack (BRATT), area denial, air base ground defense measures, Stand Off Munitions Disruption (SMUD), land navigation and map reading, initial area reconnaissance and explosive clearing of bed-down sites, intelligence gathering and exploitation of foreign ordnance/devices, E-4 nuclear response capability, Camouflage, Concealment, and Deception (CCD), blast mitigation and containment, emergency destruction of DoD assets during force evacuation/base denial.
WS (All Grade Levels) - In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
