Summary
This position is organizationally located within the Department of Veterans Affairs (VA), South Texas veteran Health Care System (San Antonio) Medical Research Service. The South Texas Veterans Health Care System program supports significant activities in all VA research programs, including those servicing clinical, biological/basic, health systems and rehabilitation research.

Major duties include, but are not limited to.
  • Manage IRBNet submissions for research review, ensuring appropriate referral and completeness, and facilitate R&DC meetings.
  • Review investigator activities and ensure expert assignment for protocol evaluations, resolving protocol design issues as needed.
  • Support IRB coordinators and investigators in preparing agendas and presenting data for committee review.
  • Develop, implement, and communicate research policies and procedures in compliance with national and local HRPP guidelines.
  • Maintain and update project tracking databases; conduct program assessments and prepare required reports.
  • Identify program issues and recommend corrective actions, monitoring both program content and financial aspects.
  • Interpret federal and VA regulations, lead the implementation of electronic submission processes, and conduct special audits and reviews for compliance and oversight.

Work Schedule: Monday - Friday, 8:00 am until 4:30 pm

  • Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking; standing; bending; carrying of light items such as medical records, food trays, instructional material, books, and manuals. The incumbent should be able to lift 10 pounds. Subject to background/security investigation.

Qualifications
Basic Qualifications: You must possess a Bachelor's degree (or higher) from an accredited college or university in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of a Health Science Specialist (Copies of transcripts are required at the time of application)
AND
Specialized Experience: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS - 11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health Science Specialist. Qualifying specialized experience includes but is not limited to: managing Institutional Review Board (IRB) and Research & Development Committee processes, including receipt, review, and referral of research applications, and coordination with investigators to resolve study protocol issues; developing and implementing policies, procedures, and reporting mechanisms in alignment with local and national guidelines; maintaining project tracking databases, preparing compliance reports, and independently monitoring program content.
