Position Summary:

ISI seeks a Construction Manager to provide onsite construction management leadership supporting the Department of Veterans Affairs (VA) for the Electronic Health Record Modernization (EHRM) Infrastructure Upgrade at the Philadelphia VA Medical Center. You will serve as the Task Order Site Lead and primary point of contact for all ISI personnel assigned to this contract. This position is responsible for overall project oversight, direction, and performance, ensuring that all construction management activities meet VA’s technical, cost, and schedule objectives. The ideal candidate is a senior construction professional capable of leading a multidisciplinary team of engineers and schedulers in a live healthcare environment. Experience in healthcare and information technology (IT) projects/facilities is critical.


Key Responsibilities:

  • Serve as Task Order Site Lead for ISI’s CM team and primary liaison with the VA Contracting Officer’s Representative (COR).
  • Manage and coordinate daily operations of all ISI construction management personnel assigned to the project.
  • Oversee construction administration activities including submittal reviews, RFI responses, pay applications, and change order evaluations.
  • Monitor contractor progress, identify potential risks, and develop mitigation strategies to maintain scope, schedule, and budget compliance.
  • Review and evaluate construction schedules with support from the Scheduler; verify alignment with VA milestones.
  • Provide technical and administrative direction for cost control, document management, and reporting.
  • Ensure conformance to VA Technical Information Library (TIL) standards, applicable codes, and quality requirements.
  • Lead weekly progress meetings and provide accurate, data-driven project reporting to VA leadership.
  • Support and coordinate commissioning, activation, and close-out activities.
  • Maintain accurate records of project performance, correspondence, and official reports.
  • Provide after-hours support as needed for system tie-ins or mission-critical activities.


Minimum Qualifications:

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field from an accredited institution.
  • Education may be substituted by 15 years of directly related construction management experience.
  • Minimum 7 years of experience managing facility construction projects, including oversight of engineering, design, and construction activities.
  • Demonstrated experience with schedule control, cost management, and program budgeting.
  • Proven ability to lead multi-disciplinary teams and maintain project momentum in complex healthcare or IT-driven environments.
  • Strong proficiency with MS Office, Bluebeam, and project management tools.
  • Excellent written and verbal communication skills.
  • Experience in healthcare and information technology (IT) projects/facilities is critical.
  • Must be able to obtain and maintain a VA Public Trust clearance.


Preferred Qualifications:

  • Prior experience supporting VA, DOD, or other federal medical center projects.
  • Knowledge of EHRM program requirements, data center construction, or infrastructure modernization.
  • Experience with Primavera P6, Procore, OpCenter, or related scheduling/document management systems.
  • Familiarity with VA TIL standards and federal construction quality assurance practices.


Physical / Work Environment:

  • This position is full-time and onsite at the Philadelphia VA Medical Center.
  • Standard 40-hour work week, Monday–Friday, 8:00 a.m.–5:00 p.m.
  • Must be able to walk construction sites and perform regular inspections; occasional lifting (5–15 lbs).
  • Flexibility is required for after-hours work to support outages, commissioning, or system tie-ins as needed.
