Job description

The Team: 

Upstart Bank is a purpose-built, technology-enabled bank that combines innovative lending with disciplined balance sheet and risk management. The Treasury team supports sustainable growth by maintaining reliable access to funding, managing liquidity risk, and preparing the Bank to respond effectively across changing market conditions and economic cycles.

As the Funding & Liquidity Manager, you will own the Bank's day-to-day funding and liquidity management framework. Reporting to the Bank Treasurer, you will execute wholesale funding activities, manage collateral and secured borrowing capacity, monitor liquidity risk, and maintain contingency funding readiness. You will partner closely with Finance, Risk, Lending, Deposit Product, Operations, Accounting, and Regulatory Reporting to support a resilient balance sheet.

How you'll make an impact

  • Execute the Bank's wholesale funding strategy, evaluating and managing funding sources such as Federal Home Loan Bank advances, brokered and reciprocal deposits, listing service deposits, federal funds purchased, and other wholesale instruments.
  • Manage pledged collateral and borrowing capacity across the Federal Home Loan Bank and Federal Reserve Discount Window, including eligibility reviews, pledging, substitutions, borrowing tests, and readiness under normal and stressed conditions.
  • Monitor the Bank's liquidity position through daily, weekly, and monthly reporting, including survival horizon, available liquidity, unencumbered liquid assets, funding concentrations, maturity profiles, deposit composition, collateral utilization, and early warning indicators.
  • Prepare baseline and stressed liquidity forecasts, analyze deposit and funding behavior, quantify contingent funding needs, and recommend actions to address emerging liquidity risks.
  • Maintain the Contingency Funding Plan, funding playbooks, operational procedures, counterparty contacts, and borrowing documentation, and coordinate periodic contingency funding exercises.
  • Prepare liquidity reporting for the Asset and Liability Committee, executive management, the Board, Internal Audit, and regulators while supporting policy administration, examinations, audits, and Treasury reporting enhancements.

Minimum Qualifications 

  • Bachelor's degree in Finance, Accounting, Economics, Business, or a related field, or equivalent practical experience.
  • 10+ years of experience in bank treasury funding, asset and liability management, or liquidity risk management.
  • Experience working within a commercial bank, community bank, or bank holding company.
  • Experience executing wholesale funding transactions and managing secured borrowing facilities.
  • Experience producing liquidity reporting, forecasts, or stress-testing analyses used to monitor compliance with liquidity limits and regulatory requirements.

Preferred Qualifications

  • Experience supporting liquidity stress testing, contingency funding planning, and reporting to an Asset and Liability Committee or Board.
  • Knowledge of bank regulatory reporting and liquidity guidance, including Call Report requirements.
  • Advanced spreadsheet and financial modeling skills; familiarity with Bloomberg, asset and liability management platforms such as Empyrean, QRM, Bancware, or similar tools.

Position location This role is available in the following locations: Remote 

Travel requirements As a digital first company, the majority of your work can be accomplished remotely. The majority of our employees can live and work anywhere in the U.S but are encouraged to to still spend high quality time in-person collaborating via regular onsites. The in-person sessions' cadence varies depending on the team and role; most teams meet once or twice per quarter for 2-4 consecutive days at a time.
