The Internal Systems Engineer is responsible for the lifecycle management, support, and evolution of BIW's core internal data platforms, including BIW's enterprise data movement and transformation tooling and any future systems that replace these. This role is critical to the reliability, security, and modernization of BIW's internal data movement and transformation infrastructure. Additionally, this role is responsible for the platforms BIW uses to send program participant communications, including batch and transactional email and SMS/text messaging. This is a hands-on opportunity to help define BIW's future-state architecture by evaluating, recommending, and guiding adoption of successor technologies as we modernize our internal platforms.

Responsibilities
  • Oversee the operation, maintenance, user access, enhancements, and compliance for internal data movement/transformation platforms and participant communications platforms (email and SMS/text messaging).
  • Lead the evaluation, selection, and adoption of successor technologies that replace or modernize BIW's current data movement/transformation tooling (including on-prem ETL/data integration platforms). Own the modernization roadmap by partnering with stakeholders to define requirements, conducting vendor/solution evaluations, and recommending a path forward (including cloud migration and/or alternative ETL/data integration approaches).
  • Drive proofs of concept (POCs) for successor technologies and produce decision documentation (options analysis, tradeoffs, and rationale) to align stakeholders and enable implementation.
  • Maintain systems with 24x7 uptime through proactive monitoring, incident response, root-cause analysis, and timely remediation.
  • Provide technical direction and support for the engineering team.
  • Ensure secure, compliant, and efficient data movement between internal systems.
  • Oversee integration design (APIs, ETL, message queues) and cross system data integrity.
  • Ensure secure, compliant, and reliable delivery of all batch and transactional email communications, including ongoing monitoring of deliverability.
  • Define and monitor bounce, reply, and sender addresses for email campaigns, ensuring proper routing, handling of responses, and notifications.
  • Ensure reliable delivery of SMS-based program participant communications.
  • Ensure compliance with current and evolving requirements, including FTC CAN-SPAM, FCC TCPA, and CTIA guidelines, to ensure all email and SMS communications meet regulatory standards and carrier requirements.
  • Support audit and compliance reviews, providing documentation and expertise as required.
  • Maintain documentation and follow best practices for internal application management.
  • Collaborate with internal stakeholders to understand business needs and translate them into system requirements and enhancements.
Education/Experience Required
  • 5 years of business and technical project management experience, preferred
  • BS/BA in Computer Science or related field, preferred.
Skills & Abilities
  • Ability to work well and communicate effectively with cross-functional teams, including business owners, technical contacts, and administrative end users.
  • Skilled in writing test plans and executing application testing.
  • Driven, self-motivated, and accountable for the success of internal applications.
Tech Stack & Tools
  • Expertise in the core tech stack, including relational databases, Java-based web applications, a Java application server, and Linux-based hosting.
  • Expertise in Java, JavaScript, and Python within multitier client/server environments.
  • Expertise with source control and CI/CD platforms and practices.
  • Expertise in system integrations (REST APIs, ETL, messaging) and automation/orchestration.
  • Expertise with infrastructure-as-code tools and repeatable environment provisioning.
  • Working knowledge of AWS cloud services, such as EC2, ECS, Lambda, S3, RDS/Aurora, DynamoDB, VPC, IAM, CloudWatch/CloudTrail, KMS, and Secrets Manager.
  • Working knowledge of microservice architecture concepts and their practical application.
  • Working knowledge of Linux server administration.
  • Working knowledge of security/compliance principles and rolebased access controls (RBAC).

Base Salary Range: $105,000.00 to $120,000.00. The final salary and offer will be determined by the applicant's background, experience, and skills.
