Responsibilities:

  • Design, develop, implement, and maintain database architectures supporting Electronic Warfare (EW), Information Warfare (IW), and other mission-critical systems.
  • Administer and maintain enterprise databases supporting our customer and associated legacy and next-generation systems.
  • Develop, maintain, and optimize database solutions supporting EW applications and technologies.
  • Support the migration and conversion of legacy data into modern database structures and formats, including CSV, XML, JSON, and other structured data standards.
  • Install, configure, secure, document, and maintain database environments in accordance with organizational configuration management and cybersecurity requirements.
  • Develop, maintain, and enhance database workflows and quality assurance processes supporting IW data management functions and products.
  • Collaborate with software developers, system administrators, network engineers, configuration managers, and Information System Security personnel to support database infrastructure and application development environments.
  • Coordinate with Navy organizations, DoD stakeholders, and other mission partners to integrate new Electronic Warfare database structures, data formats, and technical requirements into authoritative database environments.
  • Maintain, develop, document, and sustain Surface Electronic Warfare training databases, mission data repositories, and associated libraries.
  • Maintain, develop, document, and sustain databases and mission data libraries supporting undersea warfare capabilities.
  • Develop, test, verify, and validate database systems, applications, and data products to ensure data integrity, reliability, and operational readiness.
  • Develop and maintain disaster recovery, backup, restoration, and continuity of operations capabilities for mission-critical database environments.
  • Prepare and maintain technical documentation, including database configurations, data models, standard operating procedures, and Plans of Action and Milestones (POA&Ms).
  • Participate in Agile development activities, including sprint planning, backlog refinement, and iterative delivery of database enhancements and mission support capabilities.
  • Monitor database performance, troubleshoot issues, implement performance improvements, and ensure system availability and data integrity.
  • Ensure database administration activities comply with applicable security requirements, organizational policies, and DoD standards.
  • Perform other job-related duties as assigned.

Requirements

Required Qualifications:

  • Five (5) or more years of experience developing and supporting relational database management systems, with experience using Oracle Database, SQL, PL/SQL, and/or T-SQL.
  • Experience designing, developing, and maintaining software applications and databases. Experience with Microsoft Web Forms and/or MVC applications supported by an Oracle Enterprise Relational Database Management System (RDBMS) is required.
  • Experience developing .NET desktop and web applications.
  • Experience developing software solutions using Extensible Markup Language (XML), including XML Schema (XSD) and Extensible Stylesheet Language Transformations (XSLT), to parse and import external data into Oracle Relational Database Management Systems (RDBMS).
  • Experience designing software applications and databases supporting the production and sustainment of Subsurface Electronic Warfare (EW) threat libraries, including systems such as SLQ-32 and BLQ-10B.
  • Experience designing, developing, and maintaining the NIODB Desktop (stand-alone) application or comparable Microsoft .NET Windows Presentation Foundation (WPF) applications utilizing XML data stores.
  • Current DoD 8140 Cybersecurity Workforce (CSWF) certification meeting position requirements, including Security+ certification, or the ability to meet certification requirements by the first day of assignment, as required for privileged access to development and production systems.
  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance required

Working Environment:
The primary place of performance is Norfolk, VA. Standard working hours are Monday through Friday, from 7:30 a.m. to 4:00 p.m., excluding federal holidays. Personnel are expected to work an eight-hour day.


Occasional travel for training and project meetings. It is estimated to be less than 5% per year.
