Job description

JOB OPPORTUNITY The Kings County Library Department is currently seeking qualified individuals for the position of: LIBRARY MANAGER $79,768.00 - $97,344.00 Annually Bring your passion for community, literacy, and leadership to Kings County as a Library Manager. MANAGEMENT LEVEL II BENEFITS This position includes Management Group II benefits, which features CalPERS retirement (plan and tier placement determined at benefits selection) and fully paid PPO health, dental, vision, and chiropractic insurance for employees and eligible dependents. Employees are also eligible for the Deferred Compensation Plan, with the County contributing one dollar for every three dollars contributed by the employee, up to $3,500 per year. Vacation accrual ranges from 12 to 20 days per year, based on years of service, and the County Administrative Officer may authorize an adjusted accrual rate for employees hired from other public agencies to reflect prior service.

In addition, this position includes 80 hours of management leave (pro rated upon hire date), which may be cashed out at the employee's option. Employees receive 12.5 scheduled paid holidays per year, plus an additional 3.5 days when the County participates in holiday closures, and 10 to 12 days of accrued sick leave per year with unlimited accrual. Other benefits include $40,000 term life insurance and access to the onsite Health Center Monday through Friday for employees and eligible dependents, without the need to use sick or other leave for personal appointments

DUTY SAMPLE Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions. Assists in the overall management and administration of the programs, services, and activities of the Library; participates in and contributes to the development of departmental goals, objectives, policies, procedures, and service standards.

Selects, trains, motivates, and evaluates the work of department personnel; provides direction or coordinates staff training; works with employees to correct deficiencies and implements discipline and termination procedures as required. Participates in the development and administration of the department budget; directs the forecast of additional funds needed for staffing, equipment, and supplies; directs the monitoring of and approves expenditures; directs the preparation and implementation of budgetary adjustments; recommends capital purchases and staffing levels. Directs, oversees, and participates in Library operations, including community outreach and engagement programs and services and reference and activities.

Performs the full-range of professional librarian duties; oversees and participates in collection management for all branches including the online and mobile collections; evaluates and oversees the evaluation, replacement, purchases, and weeding of branch collections. Performs full range of Senior Library Assistant and Librarian duties. Conducts studies and recommendations for improved service delivery, capital expenditures, and specialized program development.

Represents the Library in the community through participation in community organizations and in meetings with the public, citizens groups, and other agencies and other county departments. Receives, investigates, and responds to citizen complaints. inquiries and requests for service.

Oversees grant-funded programs including grant reporting and implementation; may lead or assist in the preparation of grant proposals. Maintains records and prepares periodic or special reports regarding Library activities or related matters. Attends and participates in professional group meetings; stays abreast of new trends and innovations in library programs, services, and materials and recommends modifications to current department programs, policies, and practices accordingly.

Acts as the Library Director in their absence. Oversees the maintenance of library facilities and grounds; coordinates Parks and Building Maintenance activities for all library buildings. May participate on a variety of boards and commissions as needed.

May drive mobile library. Performs related duties as assigned. MINIMUM QUALIFICATIONS **Minimum requirements must be met by the closing date** Please note: Work experience for the last 15 years must be included in the work history portion of your application.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: EDUCATION AND EXPERIENCE Education: Equivalent to a master's degree from an American Library Association accredited college or university in Library Science. Experience: Three (3) years of increasingly responsible professional level library experience at a level equivalent to the classification of a Librarian II with Kings County, including one (1) year of experience with responsibilities for project leadership and program planning and/or serving in a lead or supervisory capacity.

LICENSES AND CERTIFICATIONS Licenses: Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment. SPECIAL REQUIREMENTS Qualify for security clearance through a background investigation and fingerprint check, which includes a credit check. Ability to work irregular hours as necessary, travel within and outside of the County.
