Description
LAC Federal is seeking an experienced Electronic Resources Librarian to support federal library in the Dayton, OH, area. This position is responsible for managing electronic resources, digital collections, and the library website supporting more than 1,200 Government users worldwide. Working in a highly specialized scientific and technical intelligence environment, the Electronic Resources Librarian will administer electronic journals, databases, digital content, metadata, authentication services, and content management systems while ensuring secure, reliable, and continuous access to mission-critical information resources. This position combines traditional electronic resource management with digital library administration, metadata management, customer support, and collaboration with technical staff to advance information services mission.
Responsibilities
  • Administer and maintain the library website and Content Management System (CMS), ensuring reliable 24/7 access to licensed electronic resources and digital collections.
  • Manage electronic journals, subscription databases, digital publications, websites, and other licensed information resources supporting scientific and technical intelligence research.
  • Create, edit, and maintain descriptive metadata for electronic resources, including translated or transliterated titles, resource descriptions, publisher information, language, country of origin, and usage instructions.
  • Configure and maintain user authentication, remote access, proxy services, and access controls to ensure authorized access to licensed electronic content.
  • Monitor electronic resource availability, troubleshoot access issues, coordinate with vendors, and resolve subscription or authentication problems.
  • Generate and analyze electronic resource usage statistics, prepare monthly usage reports, and provide recommendations to improve collection utilization.
  • Support implementation of user notification services, standing searches, topic alerts, and other content discovery tools available through the library website.
  • Coordinate with librarians, foreign language specialists, and Government customers to acquire, organize, and publish digital content within the CMS.
  • Assist with website enhancements, search functionality improvements, metadata quality control, and user experience initiatives.
  • Ensure compliance with licensing agreements, cybersecurity requirements, digital content management policies, and applicable Government regulations.
  • Identify opportunities to improve electronic resource management, digital workflows, and emerging technologies that enhance library services.

Requirements
Mandatory Qualifications
  • U.S. Citizen.
  • Bachelor's degree from an accredited college or university
  • Minimum three (3) years of professional experience managing electronic resources, digital collections, integrated library systems, or library technologies.
  • Demonstrated experience administering electronic journals, databases, digital subscriptions, or electronic resource management systems.
  • Experience working with content management systems (CMS), library websites, digital repositories, or institutional repositories.
  • Knowledge of metadata standards and library resource description practices.
  • Experience using Microsoft Office Suite, including Excel, Word, Outlook, and PowerPoint.
  • Excellent analytical, organizational, written, and verbal communication skills.
  • Ability to manage multiple priorities while providing outstanding customer service.
  • Ability to obtain and maintain all required Government security credentials.

Preferred Qualifications
  • Master of Library and Information Science (MLIS/MLS) from an ALA-accredited institution.
  • Five or more years of professional experience supporting academic, research, scientific, federal, or special libraries.
  • Experience administering library authentication and remote access solutions such as EZproxy, OpenAthens, SAML, LDAP, or similar technologies.
  • Experience with integrated library systems or library services platforms such as Alma, Primo VE, OCLC WorldShare Management Services, FOLIO, Koha, or SirsiDynix Symphony.
  • Knowledge of MARC21, Dublin Core, MODS, BIBFRAME, authority control, and metadata quality management.
  • Experience working with SQL, XML, JSON, APIs, or data integration tools supporting library technologies.
  • Experience negotiating or managing publisher licenses, electronic subscriptions, and vendor relationships.
  • Familiarity with cybersecurity requirements applicable to federal information systems, including NIST SP 800-171, DFARS 252.204-7012, and secure authentication technologies.
  • Experience supporting Department of Defense, Intelligence Community, or other federal agencies.
  • Familiarity with scientific, technical, engineering, or intelligence information resources.
  • Experience implementing accessibility standards, web usability improvements, and Section 508 compliance for digital information resources.

Physical Requirements
  • Ability to remain seated for extended periods while working at a computer, with frequent use of a keyboard, mouse, and multiple monitors to manage electronic resources, digital collections, and library systems.
  • Ability to occasionally lift, carry, push, or move materials and equipment weighing up to 20 pounds, including books, reference materials, computers, monitors, or office supplies, and to reach, bend, or stoop when retrieving or organizing materials.
  • Ability to communicate effectively in person, by telephone, and through virtual platforms, with sufficient visual acuity to review detailed electronic records, metadata, websites, reports, and technical documentation, and the ability to travel occasionally within the facility to support library operations and collaborate with staff.
