OVERVIEW
We are seeking a highly strategic and execution-focused Program Manager to lead advisory engagements centered on IT application assessments, workforce skills evaluation, PMO deployment, and strategic roadmap development. This role sits at the intersection of business transformation and technology, driving measurable client outcomes through structured assessments and actionable strategies. The ideal candidate brings a blend of consulting rigor, program leadership, and deep IT domain expertise, with the ability to translate complex insights into clear, executable plans.
KEY RESPONSIBLITIES
Program Leadership & Delivery
  • Lead end-to-end delivery of advisory programs across multiple client engagements
  • Define program scope, objectives, timelines, and success metrics
  • Manage cross-functional teams including SMEs, analysts, and client stakeholders
  • Ensure high-quality deliverables aligned to client expectations and business outcomes

IT Application Assessments
  • Oversee assessments of enterprise application landscapes (performance, cost, scalability, risk)
  • Identify opportunities for rationalization, modernization, and optimization
  • Translate findings into prioritized recommendations and business cases
  • Analyze Total Cost of Ownership (TCO) across application portfolios, including infrastructure, licensing, support, and operational costs
  • Identify cost optimization opportunities through consolidation, modernization, and retirement strategies
  • Develop data-driven recommendations that balance cost, performance, and business value

Skills & Workforce Assessment
  • Lead evaluation of workforce capabilities across IT and business functions
  • Identify skill gaps aligned to future-state operating models
  • Develop upskilling, reskilling, and talent strategy recommendations

PMO Deployment & Governance
  • Design and implement PMO frameworks tailored to client maturity levels
  • Establish governance models, reporting structures, and performance management processes
  • Drive adoption of best practices in project and portfolio management

Roadmap Development
  • Develop strategic and execution roadmaps aligned to business and technology objectives
  • Prioritize initiatives based on value, risk, and feasibility
  • Align stakeholders around phased implementation plans
  • Incorporate TCO analysis into prioritization and sequencing of initiatives
  • Align investment decisions with long-term cost efficiency and ROI

Stakeholder Engagement
  • Serve as a trusted advisor to senior client stakeholders
  • Facilitate workshops, executive briefings, and decision-making sessions
  • Communicate complex insights in a clear, concise, and compelling manner

Continuous Improvement
  • Capture lessons learned and refine advisory methodologies

QUALIFICATIONS
Required
  • 7-12+ years of experience in program management, consulting, or IT advisory
  • Proven experience leading enterprise-level transformation or assessment initiatives
  • Strong knowledge of IT landscapes, application lifecycle, and PMO frameworks
  • Experience developing strategic roadmaps and business cases
  • Excellent stakeholder management and communication skills
  • Ability to manage multiple concurrent programs in a fast-paced environment
  • Willingness to travel as needed, with a mix of onsite and virtual delivery

Preferred
  • Background in management consulting or advisory services
  • Experience with industry frameworks (e.g., TIME, PACE, SFIA or similar models)
  • Familiarity with Agile, Waterfall, and hybrid delivery methodologies
  • PMP, PgMP, or similar certification
  • Experience with tools such as Jira, MS Project, Smartsheet, or similar

The compensation for this position is $135,000 to $200,000 per year depending on experience and qualifications. Employees are also eligible for performance-based bonus/ to participate in a performance-based incentive plan. This position is eligible for a benefits package including; medical, dental, vision, a 401(k) plan and company match, short-term and long-term disability coverage, basic life insurance, 7 paid holidays and accrued PTO.
