Job description

Manage the ongoing strategic planning, design, implementation, administration, training, and communication of the district's Total Rewards Program. Responsible for creation, leadership, and assurance of optimal implementation of an integrated management plan for the various health related activities and areas which have the potential to impact workforce health and productivity. Assist the Benefit's Director in managing the district's benefits programs and staff.

  • Manage the planning, design, analysis, evaluation, selection, implementation, administration, and communication of the district's Total Rewards Program. Evaluate and analyze the effectiveness of the Total Rewards Program and develop recommendations and procedures to enhance and improve its impact on employee recruitment and retention. 
  • Manage the activities of the department following district policies and applicable laws. Responsibilities include interviewing, hiring, and training employees, planning, assigning, and directing work, appraising performance, rewarding, and disciplining employees, addressing complaints, and resolving problems. 
  • Select and track key performance metrics for monitoring performance and management reporting for benefit employees and programs. 
  • Manage all financial transactions involving benefit programs, including budgeting, accounting, and payroll.
  • Perform technical review of all benefits communications including website content and benefits printed or electronic communication and assist in managing the district's benefits programs. 
  • Evaluate and monitor the performance of all health and welfare and retirement benefits providers. Direct the administration of the wellness program. 
  • Manage vendor relations and contracts to fully employee utilization and lessen district expenses. 
  • Support and lead benefit's staff to high levels of service, accuracy, and efficiency. 
  • Assist Director with special projects, compliance review, and program implementation strategies.
  • Perform all other duties as assigned. 
  • Bachelor's degree from an accredited university in a directly related field; Master's Degree from an accredited university in HR, Business Administration, Education preferred. 
  • Certified Employee Benefits Specialist (CEBS) preferred. 
  • Ten plus years in direct experience. 
  • Two plus years in direct supervisory experience. 
  • High Level of Proficiency with MS Excel and Oracle.
  • Knowledge of applicable state and federal law and District policy.
  • Excellent verbal and written communication skills.
  • Expertise in strategic planning, budgeting, and performance analysis.
