POSITION VACANCY ANNOUNCEMENT

Position: Legislative Administrator

Hiring Range:

Pay Grade: E4

Status: Exempt, Bi-weekly pay

Background Check: Extensive

Indian preference is applicable in accordance with Ordinance #15-600-02.

Summary:

This position is responsible forassisting Legislators in successfully fulfilling their public obligations by providing support services in the areas of administration, communication, research and public relations.

Employment Qualifications:

• Bachelor's degree or 5 years of comparable work experience with emphasis in business, political science, public administration or related field is required;
• Prior supervisory and policy experience is preferred;
• Five years' experience working with tribal, state, or federal government in policy or public administration is required;
• Preferred experience working for or with tribal governments;
• Knowledge and experience working with Native American communities, culture, customs and cultural law is required;
• Enrolled citizens of LRBOI, federally recognized tribe or Alaskan natives are preferred.

Duties & Responsibilities:

Administration

• Manage/Supervise daily office and support staff operations per Legislative Organizational Chart.
• Manage the Tribal Council schedule and travel arrangements, providing all materials.
• Supervise independent interns and volunteers.
• Ensure proper filing and storage of documents.
• Process Legislative Check Requests, Purchase Orders, Stipend payment requests and personnel action forms.
• Approve EWS payroll time requests for Department staff.
• Ensure Office supplies/printers are maintained.
• Maintain closed session meeting minutes records
• Manage Commission and Committee processes as directed by Ordinance, Regulations and Tribal Council directives.

Communication & Public Relations

• Manage constituent inquiries and casework and serve as a liaison between the Tribal Council and constituents.
• Facilitate and coordinate communication between the Tribal Councilors, Ogema (executive), Judicial, state and federal officials, staff, agency personnel, commissions, committees, stakeholders and citizens in the development and advancement of legislation.
• Coordinate and schedule all tribal council meetings, work sessions, and community meetings.
• Coordinate with press officer / communications and other staff in preparing newsletters, press releases, speeches, memos, and other official correspondence.
• Represent the office at legislative and community events.
• Post Legislative information on approved social media websites

Research

• Track advancement of resolutions, regulations, and ordinances through the legislative process. This entails monitoring of committee and commission hearings, securing committee and commission testimony, and records preparation.
• Prepare reports and briefings to keep Tribal Councilors updated on policy issues and other pertinent matters that could impact the Tribe and Tribal Council.

Other Skills & Abilities

• Office and personnel management.
• Effective written and oral communication skills.
• Word processing skills are necessary to work with speed and accuracy.
• Knowledge of computer chart, graph and table formatting.
• Familiarity with legislative, administrative and judicial systems.
  
• Ability to research and analyze relevant constituent issues, to track legislation and prepare briefings and materials.
• Ability to perform multiple tasks accurately and efficiently under time constraints.
• Ability to work both independently and cooperatively.
• Ability to exercise professional judgment and maintain confidentiality.

Conditions of employment with Little River Band of Ottawa Indians Tribal Government includes superiorperformance in the selection process, including but not limited to all of the following: any pre-employment interviews, skills testing, credentialing, drug screening, background investigations, reference checks and previous work history, passing a pre-employment drug test and background investigation, possession of a valid Driver's License throughout employment and being insurable under the Tribe's insurance policy, and successfully completing a ninety (90) day introductory period.

In accordance with the Little River Band of Ottawa Indians' Ordinance #15-600-02, the Tribe applies Indian Preference in hiring activities. When claiming Indian Preference, an applicant must identify oneself in the proper category on the application and provide the documentation noted below. Following is the order in which preference is applied during the hiring process, as well as the customary documentation used to verify.

1. Tribal Members of the Little River Band of Ottawa Indians - Tribal identification card.
2. Members of Federally Recognized Indian Tribes- Tribal identification card.
3. Tribal Spouse/Parent of a Little River Band of Ottawa Indians Tribal Member - Current and valid marriage license and a copy of spouse's tribal identification card, or Tribal Parent - Same documentation required for tribal spouse.
4. Tribal Descendant (1st generation, biological parent must be a Little River Band of Ottawa Indians Tribal Member) - Birth certificate and a copy of parent's tribal identification card.
