Job Description:

The Senior Manager, Strategic Sourcing is responsible for developing and executing sourcing strategies that reduce cost, strengthen supplychain resiliency, and mitigate operational, geopolitical, and materialspecific risks.  This role leads cross-functional sourcing initiatives, manages strategic supplier relationships, and ensures alignment with business objectives across a decentralized operating model.  A key focus of this position includes partnering with Engineering and Operations to define and operationalize enterprise strategies for CountryofOrigin (COO) and rareearthelement (REE) risk mitigation.  The Strategic Sourcing Sr. Manager functions as a critical liaison across sectors, driving consistent sourcing execution, supplier performance, and long-term value creation.

Essential Functions:

  • Develop and execute sourcing strategies for key categories to reduce cost, improve service, and mitigate risk
  • Analyze spend, market trends, and supplier landscapes to identify sourcing opportunities
  • Lead the COO & REE initiative, partnering with functional leaders to design and implement scalable processes for identifying, assessing, and mitigating COO and rareearthelement risks
  • Strengthen enterprise supplychain resiliency by defining sourcing strategies for high-risk areas
  • Build and manage strategic supplier relationships to drive performance, innovation, and continuous improvement
  • Partner with internal stakeholders (Operations, Finance, Quality, Engineering, Legal, etc.) to align sourcing strategies with business requirements and priorities
  • Drive costreduction, valueengineering, and design for supply chain initiatives
  • Identify and mitigate supply, geopolitical, quality, and financial risks within the supply base
  • Support forecasting and capacityplanning tool development to enhance operational planning, supplier alignment, and risk mitigation
  • Strong negotiation skills and ability to influence without direct authority
  • Ability to manage multiple strategic projects simultaneously
  • Strong understanding of supplychain risk, total cost of ownership, and supplier performance management
     

Qualifications:

  • Bachelor's Degree and minimum 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience
  • Experience in strategic sourcing, supply chain, procurement, or supplier management
  • Experience conducting spend analysis, market research, or supplier assessments
  • Experience working in a matrixed or decentralized environment


Preferred Additional Skills:

  • Experience in a federal contracting or compliance-driven environment (e.g., FAR/DFARS familiarity)
  • Experience with COO, REE, or other materialcriticality risk assessments
  • Familiarity with category management, market trend analysis/strategies, and supplierdevelopment approaches
  • Experience with ERP or procurement systems (e.g., PeopleSoft, SAP, Control)
  • Ability to interpret technical requirements and collaborate closely with Engineering and Operations
  • Experience working crossfunctionally with Finance, Quality, Program teams, and Legal

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $120,500 - $223,500. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, and Vermont is $105,000 - $195,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
