The Project:  Mace is seeking experienced a Learning and Enablement Manager to support a major technology - enabled transformation program for a confidential government organization.

This multi-year program will help a large public-sector organization adopt new ways of working as it modernises its technology, processes, operating model and workforce capability.

Working within an integrated transformation and organizational change team, you will manage day-to-day learning delivery across various audiences, business areas or release waves, including role-based learning design, materials, facilitator readiness, delivery sequencing, feedback and readiness evidence.

This role is suited to a hands-on learning manager who can lead delivery while enabling sponsors, senior managers and people managers to reinforce learning, manage adoption risks and support their teams through change.

The role may require working up to five days per week on site in a government organization office environment, alongside client teams, SMEs, trainers, change teams and technology partners.

  • You will translate the overall learning strategy into practical delivery plans, training schedules, learning pathways and material development priorities.

  • You will oversee role-based learning design, ensuring training materials reflect approved process, system, role and workforce impacts.

  • You will manage Learning and Development Specialists, providing direction, review, coaching and quality control across learning materials and delivery activity.

  • You will support training needs analysis by reviewing change impacts, process changes, role changes, stakeholder feedback and readiness evidence.

  • You will coordinate the development of training decks, facilitator guides, learner guides, job aids, quick reference guides, FAQs, walkthroughs, knowledge articles, refresher materials and adoption support content.

  • You will prepare facilitators and trainers to deliver consistent, practical and audience-specific learning.

  • You will facilitate senior manager, sponsor and people-manager enablement sessions to help leaders understand the learning approach, readiness position, training evidence and adoption risks.

  • You will support sponsors and people managers to reinforce learning outcomes, cascade key messages, respond to learner concerns and remove barriers to adoption.

  • You will translate training completion, learner confidence, feedback themes and adoption risks into practical manager briefings, targeted interventions and support actions.

  • You will work closely with change managers, communications specialists, readiness and adoption leads, business SMEs, process teams and technology partners to ensure learning activity is aligned to deployment milestones.

  • You will support pilot training, learner feedback analysis, content refinement, post-training reinforcement and hypercare learning support.

  • You will ensure learning evidence is captured and shared for readiness gates, adoption dashboards, governance reporting and sustainment planning.

  • You will raise risks early where training content, learner readiness, manager engagement, facilitator readiness, material quality or delivery timelines may affect adoption.

  • You will maintain clear version control, review discipline and quality assurance across assigned learning materials.

  • You will support transparent reporting by providing accurate inputs on training completion, learner confidence, feedback themes, readiness risks and reinforcement needs.

  • You will coach Learning and Development Specialists to create practical, accessible and high-quality learning materials.

  • You will create reusable learning assets, templates, manager briefing packs, facilitator tools and reinforcement materials that support long-term capability.

  • You will support knowledge transfer to client teams so they can maintain and reuse learning materials after implementation.

  • You will contribute to a collaborative delivery environment where change, communications, training, process, technology and client teams work together as one integrated program. 

You'll Need To Have:

  • Minimum 6 years of experience managing learning delivery, training design, systems training, transformation training, or capability enablement on complex programs.

  • Experience supporting technology-enabled change, digital transformation, process redesign, operating model change, or major system implementation initiatives.

  • Proven experience managing or coordinating learning teams, instructional designers, trainers, facilitators, L&D specialists, or other training contributors.

  • Experience developing role-based learning materials, including training decks, facilitator guides, learner guides, job aids, FAQs, knowledge articles, and refresher content.

  • Ability to translate process, system, role, and workforce impacts into effective learning content, enablement activities, and post-training reinforcement plans.

  • Strong stakeholder engagement and communication skills, with experience working closely with business users, SMEs, operational leaders, technology teams, and client stakeholders.

  • Willingness and ability to work up to five days per week on site in a government organization office environment, subject to project requirements. 

  • Experience supporting classroom, virtual, hybrid, train-the-trainer, go-live, hypercare, and post-implementation learning activities, while leveraging learning and collaboration tools to support adoption and enablement.

Note: The estimated salary for this position is 130,000 - 150,000 CAD. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
