Summary
CAE USA at Schriever SFB, CO is seeking a dedicated and experienced Program Manager to lead and manage a leading-edge prototyping effort, with an engineering design, and development team. CAE USA is a leader in advanced simulation and training technology development and training systems support for domestic and international military training.
The Program Manager will lead the High-End Advanced Training, Tactics, and Testing (HEAT3) operations team to oversee operations, manage resource planning/forecasting, and contribute to the development of organizational strategies across various project/task orders, both internal and external. Will manage CAE Engineering Leads and subcontractors during the HEAT3 prototyping effort at Schriever SFB, as well as various deployed sites, in support of the US Space Force.
This position is contingent upon award.
Essential Duties and Responsibilities

  • This advanced-level program management position is responsible for managing highly complex and strategically essential proposals and programs
  • Develops contracts' overarching vision and strategies to meet customers' needs and address issues within the bounds of the contract
  • Promotes vision and implements strategies via mentorship, guidance, and direction to the contractor force and coordination with the customer
  • Will serve as the CAE operations Site Lead for all USSF programs and pursuits based out of Colorado Springs, CO.
  • Performs financial analysis, including integration of financial planning and program/budget execution.
  • Develops planning, programming, and budgeting documentation, including revised plans necessitated by development requirements or adverse budgetary decisions.
  • Completes miscellaneous company program management requests for monthly, quarterly, and annual overhead budget forecasts and reports.
  • Prepare program development objectives and schedules for all phases of program development
  • Responsible for managing assigned programs. Monitor and manage day-to-day progress of programs assigned
  • Coordinate and develop program plans, including operational and financial
  • Manage the program's actual performance against planned performance
  • Lead the production of cost proposals in response to customer demands
  • On occasion, provide support for simulation products and services to produce FAR- and DFAR-compliant proposals
  • Participate in key sales situations and negotiations for the program
  • May be responsible for marketing new technology or follow-on business acquisition Oversee program budgets and schedules to include subcontractors
  • Maintain communications and contacts to collect and analyze technical, financial, schedule, and sales information for current and future programs
  • Develop and maintain a prioritized list of customer and market requirements for support services
  • Review weekly labor actuals to verify labor charging accuracy for both CAE and subcontractors
  • Communicate charging guidance and remaining tasks, hours, and budget to all stakeholders
  • Review and approve BOEs and ROMs for estimates on new projects with USSF
  • Take ownership of resource forecasting in all internal headcount and material forecasting
  • Author operations status charts and coordinate contractor management weekly team sync meetings
  • Meets with both the customer and key contractor team members (CAE and subcontractor) weekly to discuss project status and issues, manning, and funding requirements
  • Manage and track new and future work to identify staffing assignments and needs
  • Evaluates and suggests alternative or corrective actions on the project/task order under consideration, and on the overall utilization of resources.
  • Participates in monthly Independent Project Reviews (IPR), providing leadership with program status and schedule/budget updates

Qualifications and Education Requirements
  • Bachelor's degree in a technical field with demonstrated management experience
  • Experience working with military customers and products
  • Experience with Agile Project Management and running programs with Agile life cycles
  • Minimum of four years' experience in program/project management within the software or hardware development environment.
  • Expert knowledge of program budget and schedule development and management
  • Experience managing the development of successful, highly complex proposals
  • Able to communicate both verbally and in writing, with good interpersonal skills. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries and complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or Board of Directors.
  • Advanced mathematical skills are required. Possess complex financial managerial skills including budgetary and proposal activities. A basic knowledge of accounting is mandatory. Possess complex financial managerial skills, including budgetary and proposal activities.

  • Able to reason, plan, direct, and evaluate situations to make appropriate recommendations and take actions beneficial to the program and the company as a whole. Must display tact and self-discipline necessary to interface effectively with customers, vendors, and all levels of management, employees, and the general public.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization. exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Familiarization of Modeling and Simulation systems required.
  • Candidate must have a current/active TS/SCI clearance.
  • Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.

  • Preferred that the candidate possess at least a Master's in Business Administration, Science, or Computer Engineering.
  • Prior military experience heavily preferred.
